Russian Duma to vote next week on scrapping ratification of nuclear test ban treaty

Russia’s parliament will vote next week on withdrawing Moscow’s ratification of the global treaty that bans nuclear tests, lawmakers said on Thursday.

At a time of acute tension with the West over Russia’s war in Ukraine, the move could provide Moscow with legal cover to conduct a test involving a nuclear explosion for the first time since 1990, even though it says it has no such intention.

Parliament’s lower house, the State Duma, said it would hold a first reading on the bill next Tuesday. Leonid Slutsky, head of the Duma’s international affairs committee, said he expected it to complete its passage two days later.

All 450 members of the Duma would sponsor the motion, Slutsky said, a sign that its unanimous approval is guaranteed. He said Russia would then notify the United Nations Secretary-General of the move.

Russia ratified the Comprehensive Test Ban Treaty (CTBT) in 2000; the United States has signed but never ratified it. The Duma is acting on a cue from President Vladimir Putin, who said last week that the point of de-ratifying would be to “mirror” the U.S. position.

Duma speaker Vyacheslav Volodin said: “For 23 years we have been waiting for Washington to ratify the treaty. What is this? Double standards, meanness and an irresponsible attitude. There is no other name for it.

“In this situation, we must be guided exclusively by the interests of the citizens of our country, our state.”

Russia has placed repeated emphasis on the role of nuclear weapons in its military posture, at a time when its conventional forces have struggled in Ukraine.

Its shift on the CTBT follows its suspension earlier this year of the New START treaty that limits the number of Russian and U.S. nuclear warheads, another key pillar of nuclear arms control in the 21st century.

While nudging the Duma to implement the CTBT move, Putin said last week he was not ready to say whether Russia should actually resume tests involving nuclear explosions.

A test could dramatically escalate tensions with the West, already at their highest levels for 60 years because of the war in Ukraine, and prompt the United States, China and others to resume their own tests for the first time this century, security analysts say.

Russian Deputy Foreign Minister Sergei Ryabkov accused the United States on Tuesday of carrying out preparations at its nuclear test site in Nevada, but said Russia would not resume testing unless Washington did.

The State Department rejected his allegation as “a disturbing effort by Moscow to heighten nuclear risks and raise tensions in the context of its illegal war in Ukraine”.

Surprise UAW strike at Ford raises stakes for Detroit Three

The United Auto Workers (UAW) snap strike on Wednesday at Ford’s largest and most profitable factory is raising pressure on Stellantis NV and General Motors as negotiators are expected to resume contract talks on Thursday.

UAW negotiators are expected to turn their attention on Thursday to talks with Chrysler-parent Stellantis (STLAM.MI), sources said.

The Kentucky walkout is a warning to Stellantis and General Motors (GM.N), whose wage and benefits offers fall short of Ford’s, based on summaries the automakers and the UAW have released.

Some analysts saw UAW President Shawn Fain’s decision to shut down Ford’s Kentucky Truck plant, which builds Super Duty pickips and Linoln Navigator SUVs, as a sign that the endgame could be starting in the nearly month-long round of coordinated walkouts at the Detroit Three.

“Pressure was always needed to force a deal,” Evercore ISI analyst Chris McNally wrote in a note on Thursday.

Ford’s shares fell 2.2% to $11.98 in premarket trade while GM’s shares were marginally lower at $30.95.

Last Friday, Fain said if needed, the UAW would strike the GM assembly plant in Arlington, Texas that builds Cadillac Escalade, Chevy Suburban and other large, high-priced SUVs. GM’s Flint heavy duty truck assembly plant is another potential strike target.

High-profit targets at Stellantis include the automaker’s Ram pickup truck factories in Sterling Heights and Warren, Michigan, as well as two Jeep SUV factories in Detroit.

“This puts everybody on notice,” said Sam Fiorani, vice president of global vehicle forecasting at AutoForecast Solutions. “If they haven’t brought anything new to the table since last week, GM and Stellantis should be worried.”

Analysts at Wells Fargo estimated that Ford will lose about $150 million per week in core profit from the Kentucky plant strike.

“We think this escalation is a sign that the UAW could be close to a contract proposal with Ford in the next 1-2 weeks,” Wells Fargo analyst Colin Langan said in the note.

Automakers have more than doubled initial wage hike offers, agreed to raise wages along with inflation and improved pay for temporary workers, but the union wants higher wages still, the abolishment of a two-tier wage system and the expansion of unions to battery plants.

The UAW has room to expand its walkouts and increase the pressure on the Detroit Three to offer bigger wage gains, richer retirement packages and more assurances that new electric vehicle battery plants will be unionized.

Even with 8,700 workers at Ford’s Kentucky Truck plant now on strike, less than a quarter of the 150,000 UAW workers at the Detroit Three automakers are now on strike. However, thousands more have been furloughed from jobs at operations that are not on strike because automakers said the walkouts made their work unnecessary.

Ford warned on Wednesday that workers at a dozen other factories could be sent home because of the truck plant walkout.

Its Kentucky truck plant, the company’s most profitable operation, generates $25 billion in annual sales, about a sixth of Ford’s global automotive revenue.

“There are very expensive products here that are extremely profitable,” Fiorani said. “With the Super Duty in this plant, this is Ford’s largest plant. They’re on target to build 400,000 vehicles this year.”

Fain and other UAW officials called a meeting with Ford at 5:30 pm ET (21:30 GMT) on Wednesday and demanded a new offer, which Ford did not have, a Ford official said.

“You just lost Kentucky Truck,” Fain said, according to the Ford official and a union source, speaking on condition of anonymity because the talks are not public.

“This is all you have for us? Our members’ lives and my handshake are worth more than this,” Fain added, according to the union source.

Ford said the decision was “grossly irresponsible but unsurprising given the union leadership’s stated strategy of keeping the Detroit 3 wounded for months through ‘reputational damage’ and ‘industrial chaos.’”

Fain has said his aim is to keep the automakers off balance by taking targeted action rather than a full strike at all operations.

“We’re not gonna wait around forever,” he said on social media platform X on Wednesday evening. “If Ford can’t get that after four weeks on strike, these 8,700 workers shutting down their biggest plant will help them understand it.”

The Detroit automakers will report third-quarter financial results between Oct. 24 and 31, and the UAW could use what are expected to be robust profits to press their case for a richer contract.

Before Wednesday’s Ford announcement, the union had ordered walkouts at five assembly plants, including two Ford assembly plants, at the three companies and 38 parts depots operated by GM and Stellantis.

The death toll from a missile strike on the village of Hroza in northeastern Ukraine has risen to 59 after police finished identifying the victims, Interior Minister Ihor Klymenko said on Thursday.

Ukraine said a Russian missile hit a cafe in the village in the Kharkiv region last week as people gathered to mourn a fallen Ukrainian soldier. Moscow denies targeting civilians in its full-scale invasion, a position it repeated in response to a question at a Kremlin briefing about the strike on Hroza.

“The Russians killed 59 people with a direct hit with an Iskander (missile) on the village of Hroza,” Klymenko said on the Telegram messaging app.

“All victims are local residents. They were pensioners, medics, farmers, teachers, entrepreneurs. All were civilians. Entire families of several generations died.”

The toll is one of the biggest among civilians in any single Russian strike in nearly 20 months of the war.

Forensic experts worked round the clock for six days to identify the victims. They needed mobile DNA laboratories to identify 19, and one person – a 60-year-old man – was identified only after 20 body parts were collected, Klymenko said.

Ukraine’s SBU security service has accused two villagers who it said had fled to Russia of helping guide the missile strike.

The Czech Foreign Ministry will summon Russia’s ambassador over the attack on Hroza, CTK news agency reported on Thursday.

“Let’s not forget that there is no Wagner Group anymore,” Kremlin spokesman Dmitry Peskov had declared. “Such an organization, in our eyes, does not exist.”

The August 25 statement from came less than two days after the death of Yevgeny Prigozhin, leader of the infamous Russian mercenary outfit, as questions swirled about Wagner’s fate after its crucial role in the war in Ukraine and other Russian military missions around the world.

How could an independent military outfit survive after its charismatic founder’s death? It seemed highly unlikely that President Vladimir Putin would allow the survival of a group after had launched a short-lived coup attempt in late June that most outside observers believe led to Prigozhin’s private airplane being shot down by Russian forces on August 23.

“Wagner is over,” said the Kremlin critic and Russian political commentator Maksim Katz. “The group can’t keep going. There’s the possibility that they could continue in parts or with Defense Ministry contracts, but the group only worked with an unofficial agreement between Putin and Prigozhin.”

Yet barely a month later, and there are already multiple signs that the Wagner phoenix is rising from the ashes.

In recent days, fighters affiliated with Wagner have once again been spotted on the battlefield near Bakhmut in the Russian-occupied Donetsk region, according to a Ukrainian drone operator. This confirmation supports earlier reports from Russian sources regarding the resurgence of Wagner mercenaries near the strategic city in eastern Ukraine.

This marks the first official confirmation of the Wagner Group’s reappearance in Ukraine. Prior to this, the Telegram channel “Rybar”, closely linked to the Ukrainian Ministry of Defense, reported on the presence of mercenaries in the area of Bakhmut.

According to Rybar, fighters who had “broken away” from the mercenary outfit after the Prigozhin-led rebellion are slowly returning to eastern Ukraine. These troops are reportedly under the command of Andrei Troshev, and they continue to recruit mercenaries from Belarus and Africa for operations in Ukraine.

Wagner has created a certain style of behavior.

On September 23, the Telegram channel “Gray Zone”, associated with Wagner, stated that a detachment of mercenaries “would now enter Bakhmut,” similarly emphasizing that this group comprised those who refused to participate in the rebellion.

Whether this distinct subset of mercenaries are still to be considered Wagnerites is unclear. Colin Clarke, Scientific director of the Soufan Group research organization, toldGolos amreiki that “The Russian Ministry of Defense could try to take control of the Wagner group in its entirety in order to integrate it into the Russian armed forces, but there are a number of problems.”

Among the problems, he explained, were that “Wagner has created a certain style of behavior .. and in the last couple of years has been practically in opposition to Ministry of Defense.” Thus the Wagnerites may resist integration into the Russian army.

For more than a decade ago, Russia has built up a system of independent mercenary groups that were deployed for covert military operations in various global hotspots. Though the best-know, Wagner was hardly the only such outfit. These groups have operated with a level of deniability for the Russian government, allowing Moscow to pursue its geopolitical interests without direct military intervention. Their activities spanned from Ukraine to Syria, Libya, and several African nations.

Earlier this week, a senior U.S. defense official told CNN that the US had not seen a withdrawal of Wagner forces from Africa “in any substantial or meaningful numbers.”

The US has also not yet seen a “decisive shift” in Wagner’s relationship with the Kremlin, or signs that Moscow has absorbed the group’s operations across the continent, the official said. This likely reflects the fact that the Kremlin is still unsure precisely what to do with the mercenary forces now that Prigozhin, is dead.

In the immediate aftermath of Prigozhin’s June uprising, well-vetted reports from Reuters in Syria indicated that the Russian military, along with the Syrian security service, interrogated various commanders of the Wagner unit in Syria, and tried to force all the Wagnerites to sign contracts with the Russian Ministry of Defense.

“As a result,” Kimberly Marten, Professor at Barnard College at Columbia University said, “several dozen of these mercenaries signed such contracts, and were taken by plane to Russia…But there are still several hundred of them in Syria. I wouldn’t be surprised if those who didn’t sign a direct contract with (the defense ministry) went to another private military company called Redut, formerly called Shield, and also located in Syria.”

Four out of five Jewish Israelis believe the government and Prime Minister Benjamin Netanyahu are to blame for the mass infiltration of Hamas terrorists and the massacre of Israel’s South, a new Dialog Center poll released on Thursday found.

An overwhelming majority of 86% of respondents, including 79% of coalition supporters, said the surprise attack from Gaza is a failure of the country’s leadership, while a staggering 92% said the war is causing anxiety.

Furthermore, almost all of the respondents (94%) believe the government has responsibility for the lack of security preparedness that led to the assault on the South, with over 75% saying the government holds most of the responsibility.

The survey, which polled 620 Israeli Jews from across the country, also found that a majority of respondents believed Netanyahu should resign following the conclusion of Operation Shields of Iron.

A slim majority of 56% said Netanyahu must resign at the end of the war, with 28% of coalition voters agreeing with this view.

In addition, 52% of respondents also expect Defense Minister Yoav Gallant to resign.

In addition, most respondents also noted that they do not trust the government to lead the war on Gaza, though the poll was held prior to former defense minister Benny Gantz joining an emergency unity government on Wednesday evening.

Russia Says Peacekeepers Will Continue to be Deployed in Karabakh


YEREVAN (Azatutyun.am)—Russian peacekeepers should stay in Nagorno-Karabakh despite the restoration of Azerbaijani control over the territory and its almost complete depopulation, Russia’s Deputy Foreign Minister Mikhail Galuzin said on Monday.

His remarks contrasted with other signals sent by Moscow in recent days. In particular, the official TASS news agency said on Friday that a Russian military delegation will visit Yerevan to discuss with Armenian officials the peacekeepers’ withdrawal from Karabakh.

The Russian Defense Ministry denied the report hours later. But it reported over the weekend that the peacekeepers continued to dismantle their observation posts along the Karabakh “line of contact” that existed until Azerbaijan’s September 19-20 military offensive.

“The role of our [peacekeeping] contingent is in demand, and I believe that it will also be necessary in the future,” Galuzin told the Russian news agency RBC. “Firstly, the question remains of making sure that those residents of Karabakh who stay there feel secure. It cannot be ruled out that some of those who left Karabakh today will at some stage decide to return, and the presence of peacekeepers will become an additional factor of calm for these people.”

“So I would not say that the activities of the Russian peacekeeping contingent in Karabakh have exhausted themselves,” he said.

The number of Karabakh Armenians remaining in their homeland is believed to be negligible, a fact acknowledged by Russian President Vladimir Putin on Thursday. The more than 100,000 other residents of the region have fled to Armenia since September 20 because of being unwilling to live under Azerbaijani rule.

Nevertheless, Galuzin said, Moscow still believes that an Armenian-Azerbaijani peace treaty discussed by the conflicting sides should address the issue of “the rights and security of Karabakh’s Armenian population.” It has presented Baku and Yerevan with “some ideas on this score,” he added without elaborating.

The Russian diplomat also said that Moscow hopes to broker the peace treaty and help the sides delimit the Armenian-Azerbaijani border and work out terms for opening it to trade and cargo shipments. He dismissed similar efforts by the European Union, claiming that their main goal is to drive Russia out of the South Caucasus.

Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev were expected to reach a framework peace deal on the sidelines of last week’s EU summit in Spain. However, Aliyev withdrew from the talks at the last minute, citing pro-Armenian statements made by France. European Council President Charles Michel indicated afterwards that he will likely hold a trilateral meeting with Aliyev and Pashinyan in Brussels later this month.

The Armenian government urged the Russian peacekeepers to step in to protect Karabakh’s population hours after the start of the Azerbaijani assault. The absence of such intervention led Yerevan to accuse Moscow of not honoring its obligations spelled out in a 2020 truce accord brokered by it.

Galuzin rejected the criticism. Echoing Putin’s statements, he said Pashinian himself downgraded the peacekeepers’ status and legitimized Baku’s military action by recognizing Karabakh as part of Azerbaijan during earlier talks with Aliyev organized by the EU.

The fall of Karabakh and the resulting exodus of its population added to unprecedented tensions between Russia and Armenia increasingly calling into question their long-running alliance. The Russian Foreign Ministry accused Pashinyan on September 25 of seeking to ruin Russian-Armenian relations and reorient his country towards the West.

Galuzin reiterated Moscow’s condemnation of Yerevan’s “unfriendly” moves, notably the decision to recognize jurisdiction of an international court that issued an arrest warrant for Putin in March.

Despite the mounting tensions, Pashinyan phoned Putin on Saturday to congratulate him on his 71st birthday anniversary. Official readouts of the call said they discussed the situation in and around Karabakh.

A new Magecart campaign hides the malicious code in 404 error page


Researchers observed a new Magecart web skimming campaign changing the websites’ default 404 error page to steal credit cards.

Researchers from the Akamai Security Intelligence Group uncovered a Magecart web skimming campaign that is manipulating the website’s default 404 error page to hide malicious code.

The attacks are targeting a large number of Magento and WooCommerce websites, including large organizations in the food and retail industries.

“In this campaign, all the victim websites we detected were directly exploited, as the malicious code snippet was injected into one of their first-party resources.” reads the report published by Akamai.

“In some instances, the malicious code was inserted into the HTML pages; in other cases, it was concealed within one of the first-party scripts that was loaded as part of the website.”

The attack chain of this campaign consists of three main parts: loader, malicious attack code, and data exfiltration.

  1. Loader — Short, obscure JavaScript code snippets responsible for loading the full malicious code of the attack
  2. Malicious attack code — The primary JavaScript code that executes the attack; it detects sensitive inputs, reads the data, disrupts the checkout process, and injects fake forms
  3. Data exfiltration — The method used to transmit the stolen data to the attacker’s command and control (C2) server

The researchers observed three variations of the attack flaw, in two of them the software skimmer injected a malformed HTML image tag with an onerror attribute into the exploited website

In the third variant, once the loader is executed, the attack sends a fetch request to /icons, which is a relative path that doesn’t actually exist. This request causes a “404 Not Found” error.

The analysis of the loader revealed the presence of a regex match for the string “COOKIE_ANNOT” in the 404 HTML.

After this string, a lengthy Base64-encoded string has been appended. This encoded string is the obfuscated JavaScript attack code. The loader retrieves this string from the comment, decodes it, and initiates the attack, stealing the personal information provided by users.

Unlike variations one and two, data exfiltration in the third variation relies on the injection of fake form that closely resembles the original payment form and overlays it.

Upon the user’s submission of data into the counterfeit form, an error message is displayed. Then the fake form is concealed, the legitimate payment form reappears, and the user is instructed to re-enter their payment information.

The stolen data are sent to the server as a Base64-encoded string in the query parameter of an image network request to the attacker’s C2 server-

“This concealment technique is highly innovative and something we haven’t seen in previous Magecart campaigns. The idea of manipulating the default 404 error page of a targeted website can offer Magecart actors various creative options for improved hiding and evasion.” concludes the report.

“In some of the cases we’ve identified, the malicious loader had already been removed from the affected websites’ pages at the time of writing. However, the malicious comment in the default 404 page remained, potentially allowing the skimmer to easily reactivate the attack. This highlights the complexity of detecting, and the importance of mitigating, this approach.”

Japan Seeks to Dissolve Unification Church Connected to Shinzo Abe’s Assassination

Japan’s government will ask a court to order the disbandment of the fringe religious group whose activities were cited as motivating the assassination of former Prime Minister Shinzo Abe.

The request could come soon, Masahito Moriyama, the culture minister said in a brief statement Thursday. Kyodo News reported the move could come as early as Friday.

Police said Tetsuya Yamagami, the person charged in Abe’s July 2022 murder, told them he shot the former premier because of his connections to the South Korean-based group formerly known as the Unification Church. The suspect blamed the group for bankrupting his family by taking excessive donations from his mother.

If the disbandment order goes ahead, it would be the third of its kind since World War II and end the church’s religious status—removing its tax benefits. The group has a list of court judgments against it over its fund-raising methods, which have included charging followers millions of dollars for books of scripture. It also has longstanding links to the ruling Liberal Democratic Party, helping it turn out voters for elections.

Prime Minister Fumio Kishida is seeking to distance himself from the group to repair his cabinet’s image and restore public support, less than a year ahead of an LDP leadership election. The step also comes a day ahead of pretrial court procedures for Yamagami, scheduled for Friday.

A dissolution order could come as a result of the church failing to respond to many of the questions posed by the government as part of a probe into its activities, according to NHK and other media outlets. 

Under Japan’s Religious Corporations Act, the courts can dissolve a religious group “if it commits an act which is clearly found to harm public welfare substantially.” 

In an Oct. 6 statement on its website, the church said it had carried out reforms involving compliance and transparency, and it should not be subject to dissolution.

The government is also mulling a law that would enable seizure of assets belonging to the group now known as the Family Federation for World Peace and Unification. The aim is to make sure funds are available for victim compensation, TV network ANN reported Wednesday, citing a source close to the matter. 

The Aum Shinrikyo doomsday cult faced a dissolution measure following its poison gas attack on the Tokyo subway in 1995. A few years later, the Myokakuji Temple group was ordered to disband after findings that it had defrauded followers.
