Middle East Crisis: Biden Sends C.I.A. Director to Cairo as Pressure for Cease-Fire Grows

President Biden said on Monday that Israel should not proceed with a major ground offensive in the southern Gaza city of Rafah without a “credible plan” to protect more than one million people who are sheltering there.

Mr. Biden spoke after meeting at the White House with King Abdullah II of Jordan, a key figure in the push for a cease-fire in the Gaza Strip. It was the first face-to-face conversation between the two leaders since the Israel-Hamas war started.

“Many people there have been displaced — displaced multiple times, fleeing the violence to the north, and now they’re packed into Rafah, exposed and vulnerable,” Mr. Biden said during an appearance with King Abdullah. “They need to be protected.”

The visit came as King Abdullah sought to shore up international support for an immediate cease-fire in Gaza that would permanently halt the fighting.

Mr. Biden has rejected the idea of a general cease-fire, saying Israel has a right to defend itself. But he has pushed for a pause in the fighting that could allow for the release of hostages held by Hamas and something “more enduring.”

Much of Jordan’s population is ethnically Palestinian, putting the country — a close U.S. ally that has a peace treaty with Israel — in a tricky position as it navigates the fallout from the war.

King Abdullah said an Israeli invasion of Rafah was “certain to produce another humanitarian catastrophe.”

“The situation is already unbearable for over a million people who had been pushed into Rafah since the war started,” King Abdullah said. “We cannot stand by and let this continue. We need a lasting cease-fire now. This war must end.”

Mr. Biden issued a forceful condemnation of the soaring death toll in Gaza, where health officials say more than 28,000 people have been killed since the start of the war.

“It’s heartbreaking,” Mr. Biden said of the deaths. “Every innocent life in Gaza is a tragedy.”

While Mr. Biden’s criticism of the war has grown more blunt in the four months since the Oct. 7 attack, the United States has not signaled that it plans major policy changes, such as putting conditions on military aid to Israel.

On Monday, when asked if Israel would face any consequences for how it goes about its next military campaign, John F. Kirby, a White House spokesman, said that he was not going to get into “hypotheticals.”

He said that the United States was working to influence how Israel conducted its war.

“There have been moments and there continue to be moments where we have the opportunity and have taken the opportunity to shape their thinking and to help influence the way they have conducted some of these operations,” he said. “And that remains today.”

Both Mr. Biden and King Abdullah said the conflict should end with a two-state solution.

“I say this as a long, lifelong supporter of Israel,” Mr. Biden said. “That’s the only path that guarantees Israel’s security for the long term.”

King Abdullah said that “this is the only solution that will guarantee peace and security for the Palestinians and Israelis, as well as the entire region.”

Egypt and Qatar, acting as intermediaries between Israel and Hamas, have led talks aimed at halting the fighting and freeing hostages held in Gaza. The Biden administration has been actively involved in those negotiations, working publicly and behind the scenes to try to advance a cease-fire deal.

On Monday, Mr. Biden said the United States was working on a hostage deal with Israel and Hamas that could bring at least a six-week pause that could “take the time to build something more enduring.”

The C.I.A. director, William J. Burns, was expected to travel to Cairo for talks on the hostages on Tuesday, according to a U.S. official who spoke on the condition of anonymity about the discussions.

While Prime Minister Benjamin Netanyahu of Israel publicly dismissed a Hamas proposal last week, Israeli officials have signaled that their government is still open to negotiation. The mere fact that more talks will be taking place in Cairo this week is seen as a positive sign.

Heads of CIA, Mossad may discuss hostage deal in Cairo on Feb 13

London: US Central Intelligence Agency (CIA) Director William Burns and the head of the Israeli Secret Intelligence Service (Mossad), David Barnea, may hold a meeting in Cairo on February 13 to resume negotiations on an agreement between Israel and Hamas to cease hostilities and secure the release of hostages, the Financial Times newspaper reported on Tuesday, citing sources.

Egyptian and Qatari officials are also expected to take part in the negotiations, the report said. Moreover, they believe Barnea’s plan to visit Egypt was a sign that Israel was still ready to negotiate a possible agreement with Hamas, the report added.

An unnamed diplomat briefed on the progress of the negotiations told the newspaper that previous discussions had been constructive and noted that there was a desire to reach a compromise.

At the same time, the diplomat said that the main sticking points are still the issue of a permanent ceasefire and the withdrawal of Israeli troops from the Gaza Strip, the newspaper reported.

On October 7, 2023, the Gaza Strip-controlling Hamas movement launched a large-scale rocket attack against Israel and breached the border, attacking both civilian neighbourhoods and military bases. As a result, over 1,200 people in Israel were killed, and some 240 others were abducted.

Israel launched retaliatory strikes, ordered a complete blockade of Gaza, and started a ground incursion into the Palestinian enclave with the declared goal of eliminating Hamas fighters and rescuing the hostages. Over 28,300 people have been killed so far in the Gaza Strip, local authorities said.

On November 24, Qatar mediated a deal between Israel and Hamas on a temporary truce and the exchange of some of the prisoners and hostages, as well as the delivery of humanitarian aid into the Gaza Strip. The ceasefire was extended several times and expired on December 1. More than 100 hostages are still believed to be held by Hamas in Gaza.

Mossad chief set to visit Cairo, Egypt for Gaza ceasefire talks

ALBAWABA – Israeli officials confirmed to AFP that Mossad chief David Barnea will be visiting Cairo, to meet with Egyptian and U.S. counterparts to hold talks regarding a new ceasefire deal in Gaza. 

The Israeli sources also confirmed that Barnea will be meeting Central Intelligence Agency chief William Burns, who will be joined in the Egyptian capital by Qatari Prime Minister Mohammed bin Abdulrahman Al-Thani, who also serves as the country’s top diplomat and has brokered previous Gaza ceasefires.

Sources familiar with the specifics of the ceasefire talks said that Burns is expected in Cairo for talks on a Qatari-brokered truce proposal after Israel rejected the initial response last week from Hamas in Gaza.

U.S. State Department spokesman Matthew Miller stated that the White House “does not support a full-scale military operation without a credible plan for civilians in Rafah”. 

These remarks come hours after Israel announced rescuing two hostages Hamas had taken into custody on October 7 and were in “stable medical condition”. 

Dozens of Israeli hostages were released after a deal with Hamas that had more than 200 Palestinian prisoners released in exchange for hostages in Hamas’s custody and the halting of all military operations from both sides across Gaza.

Al-Aqsa Flood operation against Israel

Hamas military group announced on Oct. 7 a military operation called “Al-Aqsa Flood” against Israel which is the biggest offensive in decades.

Palestinian fighters “infiltrated” Israel from the Gaza Strip and captured military bases and took hostages as photos and videos went viral online showing Hamas fighters on vehicles inside Israel and others paragliding into occupation territory.

In response, Israeli armed forces announced targeting Hamas positions inside the Gaza Strip. Thousands were killed, and dozens of thousands of others were injured in the Israeli attacks on the Gaza Strip.

The latest statistics by the Ministry of Health in Gaza revealed that the death toll from Israeli brutal pounding on the Gaza Strip since October 7 has soared to 28,473 people, with more than 68,146 injuries.

Since then, approximately 85% of Gazans have been displaced, all of whom are suffering from severe food insecurity, and the healthcare system has collapsed. Hundreds of thousands of people lack shelter, and aid trucks are entering the area at a lower rate than before the conflict began.
