The Kremlin on Tuesday rejected a suggestion by Armenia’s prime minister that Russia had failed to protect Armenia in its standoff with neighbouring Azerbaijan and was winding down its role in the wider South Caucasus.

In an interview with the Italian paper La Repubblica published on Sunday, Nikol Pashinyan accused Russia of failing to ensure Armenia’s security against what he said was aggression from Azerbaijan over the breakaway Nagorno-Karabakh region.

Yerevan has repeatedly complained that Russian peacekeepers have for nine months allowed Azerbaijanis to blockade the “Lachin corridor”, the only road linking Nagorno-Karabakh to Armenia, causing shortages of food, medicines and other essentials.

Kremlin spokesman Dmitry Peskov told reporters on Tuesday that Russia, which has a military base in Armenia and has sent peacekeepers to uphold a ceasefire deal, would continue to be a “guarantor of security” in the region.

Pashinyan had said Armenia felt Russia was pulling back from the South Caucasus, which includes Azerbaijan and Georgia. He also suggested that Moscow was unable to meet all Armenia’s security needs because of its own requirements for the war in Ukraine.

“We cannot agree with these [Pashinyan’s] theses,” Peskov said. “Russia is an absolutely integral part of this region … Russia plays a consistent, very important role in stabilising the situation in this region … and we will continue to play this role.”

Russian foreign ministry spokesperson Maria Zakharova, in a separate briefing, called Pashinyan’s comments “public rhetoric verging on rudeness” and said that, rather than blaming others, Yerevan should take responsibility for its own actions.

She also said that Moscow wanted humanitarian aid to reach the enclave unhindered.

Nagorno-Karabakh, a source of tension between Yerevan and Baku for decades, is internationally recognised as part of Azerbaijan, but its 120,000 inhabitants are predominantly ethnic Armenians.

It broke away from Baku’s control in a war in the early 1990s, although Azerbaijan recovered control of some areas in heavy fighting in 2020, when Russia brokered a ceasefire.

Peskov said all sides must obey the terms of that deal, even if there had been changes in the situation since.

The Russian defence ministry said on Monday it had replaced the head of its peacekeeping forces in the South Caucasus, the second change in the space of a few months.

The story begins with a tweet from Laura Loomer, a well-known conservative commentator, who claimed to have exclusive information regarding Ukrainian operatives and Neo-Nazis at the Capitol on January 6th. According to Loomer, the FBI had identified individuals connected to Ukraine and questioned some of the January 6th protesters about their association with these individuals.

One such case was the private interview with Jacob Chansley, often referred to as the “QAnon Shaman.” During this interview, the FBI inquired about Chansley’s knowledge of a Ukrainian operative who had taken a photo with him on that day. Chansley, unaware of the man’s identity, learned from the FBI that this person was Sergai Dybynyn, allegedly a Ukrainian spy associated with the Azov Battalion—a far-right paramilitary group.

Implications and Accusations

The revelation that Ukrainian operatives might have been present at the U.S. Capitol during the January 6th events raised serious concerns. Laura Loomer suggested that this could be viewed as an act of war by Ukraine against the United States. Despite these claims, there were no reported arrests or public disclosures of such allegations by the U.S. government or the FBI.

Loomer’s allegations took a more sinister turn when she accused the CIA of funding a “color revolution” in the United States through Ukrainian and American Nazis. She claimed that individuals were being recruited by these agencies to fight overseas with the Azov Battalion, only to return to the U.S. to incite far-right political movements intended to tarnish the reputation of right-wing groups.

Furthermore, Loomer accused the FBI of concealing the involvement of Ukrainian operatives in the events leading up to January 6th. She alleged that this was part of a broader agenda to undermine the U.S. government, citing instances like the impeachment of President Trump and the violence in Charlottesville.

Perhaps the most alarming accusation made by Loomer was that the FBI and CIA were using Ukrainian Nazis to stir racial divisions within the U.S., particularly during an election year. The goal, according to her, was to incite Neo-Nazi marches in red states to influence voter sentiment leading up to the 2024 presidential election.

Loomer contended that this was a CIA-funded domestic terror operation intended to interfere with U.S. elections and ensure that Donald Trump would never return to the presidency.

Chansley, who was sentenced to 41 months in prison over his involvement in the January 6 riot but was released earlier this year, said in an interview with conservative activist Laura Loomer that the FBI questioned him about the presence of Sergai Dybynyn, an alleged Ukrainian spy with reported ties to the neo-Nazi Azov Battalion, which has risen to prominence amid the Russia-Ukraine war.

The FBI has not confirmed Chansley’s statement, which could not be independently verified. Newsweek reached out to the FBI via email for comment.

Conservatives such as Loomer have raised concerns about the Department of Justice‘s treatment of January 6 rioters, who violently protested the 2020 presidential election over former President Donald Trump‘s unfounded claims that widespread voter fraud was to blame for his loss in November 2020. Many responded to her post by questioning why Dybynyn had not been charged like other participants if he attended the riot.

“During their private interview with @AmericaShaman, the @FBI asked him how he knew a Ukrainian operative who took a photo with him the day of J6 2021. Chansley didn’t know the guy, and FBI confirmed that the Ukrainian Sergai Dybynyn was a Ukrainian spy who is affiliated with the Nazi Azov Battalion,” Loomer wrote on social media platform X, formerly Twitter.

Loomer’s allegations that Dybynyn is affiliated with the Azov Battalion could not be verified. The Azov Regiment is a far-right military group with neo-Nazi ties that has fought in Ukraine, though analysts previously told Newsweek that the battalion may not be fully in line with the Ukrainian government.

Chansley, who was allegedly pictured with Dybynyn at the riot, reshared Loomer’s post, questioning why federal authorities have not arrested Dybynyn.

“The FBI knew Sergai Dybynyn was a spy & asked if I knew him. I said that I did not & was just posing for a photo with him. Why is he allowed to walk free?” he asked.

Loomer wrote that Chansley being questioned about the spy means that “the US Capitol was penetrated by Ukrainian spies and the US Government and FBI have still not arrested these people or made the public aware of foreign penetration.”

Her post sparked calls for Republicans who control the House of Representatives to launch investigations about whether Dybynyn was at the riot and why he was not arrested.

“@LauraLoomer may have just uncovered an *act of war* on the United States by Ukrainian intelligence assets on J6 This was never disclosed to the public Why are we funding a country that helped coordinate J6?! How deep does this go? Hey GOP – time to INVESTIGATE!” wrote conservative commentator and lawyer Rogan O’Handley on X.

Dybynyn’s alleged ties to January 6 were reported as far back as February 2021 by right-wing outlet The Gateway Pundit, though his involvement in either the riot or with Ukraine has never been confirmed by U.S. officials.

Photographs of Dybynyn at the riot have been used by some conservatives to push conspiracy theories about January 6, though these theories have not been proven and have been dismissed by many experts.

North Korean dictator Kim Jong-un is expected to travel to Russia within the month to meet with Vladimir Putin to discuss the sale of weapons, US officials have said.

The rumoured discussions follow a visit from a Russian delegation to North Korea last month, led by defence minister Sergei Shoigu, during which it is believed Putin’s confidante attempted to persuade his hosts to sell artillery ammunition to Russia.

The official said the US isn’t sure exactly where or when the meeting would take place, but the Pacific port city of Vladivostok would be a likely possibility given its relative proximity to North Korea.

The White House reported last week that it had intelligence indicating that Putin and Kim swapped letters following Shoigu’s visit.

National Security Council spokesman John Kirby said the letters were “more at the surface level” but that Russian and North Korean talks on a weapons sale were advancing.

National Security Council spokeswoman Adrienne Watson claimed that Kim Jong-un believes these discussions would continue.

She said: “We have information that Kim Jong Un expects these discussions to continue, to include leader-level diplomatic engagement in Russia.”

She added that the US is urging North Korea “to cease its arms negotiations with Russia and abide by the public commitments that Pyongyang has made to not provide or sell arms to Russia”.

Only Iran, another anti-Western ally of Russia, is known to be supplying the Kremlin with military equipment for its “special military operation” in Ukraine – an accusation it routinely denies despite a surfeit of evidence to the contrary.

Tonix“s long COVID drug fails to meet mid-stage trial goal

Tonix Pharmaceuticals Holding Corp (TNXP.O) said on Tuesday its experimental drug failed to meet the primary goal in a mid-stage study for management of widespread muscle pain and tenderness associated with long COVID-19.

Shares of the company were down 12% in premarket trading.

The 63-patient study was designed to monitor the intensity of pain in patients who had long COVID and administered either the drug, TNX-102 SL, or placebo, but the trial failed to show improvement at week 14 of treatment, the company said.

However, the study showed that the drug helped reduce fatigue and improve sleep quality and cognitive function in the patients, the company said.

Tonix intends to meet officials from the U.S. Food and Drug Administration in early 2024 to seek permission to conduct a late-stage trial that focuses on reducing fatigue in patients with long COVID, an illness with no approved drugs.

Futures fall as rising yield, China services activity data weigh

U.S. stock index futures fell on Tuesday as higher Treasury yields weighed on major growth stocks, while downbeat data on services activity in China stoked worries over demand in the world’s second largest economy.

Yield on the 10-year Treasury notes climbed to 4.21% ahead of more economic data and the U.S. Federal Reserve’s policy meeting later this month.

Major technology-linked stocks such as Apple (AAPL.O), Nvidia (NVDA.O), Meta Platforms (META.O) and Netflix (NFLX.O) lost between 0.5% and 1.0% before the bell.

With September trading kicking into full gear, a cautious trading session is likely with yields pressuring stocks, according to Peter Cardillo, chief market economist at Spartan Capital Securities.

China’s services activity expanded at the slowest pace in eight months in August, a private-sector survey showed, as weak demand continued to dog the world’s second-largest economy and stimulus failed to meaningfully revive consumption.

U.S.-listed shares of Chinese companies including PDD Holdings (PDD.O), JD.com , Baidu and Alibaba fell between 0.9% and 1.6%.

U.S. economic data since the Fed’s July meeting has added to the impression the economy is cooling without cracking, likely bolstering the case against further interest rate increases.

All three main U.S. stock indexes logged gains in the previous week after a raft of data pointed to a softening labor market.

Traders’ bets that the Fed will leave rates unchanged in the next policy meeting stood at 93%, while pricing in a near 59% chance of a pause in November, up from 52% a week ago, according to the CME FedWatch tool.

Meanwhile, Goldman Sachs (GS.N) lowered the chances of a U.S recession in the next 12 months to 15% from 20% amid continued easing inflation and labor market data.

Investors now await factory orders data for July due at 10 a.m. ET.

At 7:10 a.m. ET, Dow e-minis were down 31 points, or 0.09%, S&P 500 e-minis were down 9.75 points, or 0.22%, and Nasdaq 100 e-minis were down 61 points, or 0.39%.

Shares of Airbnb (ABNB.O) and Blackstone (BX.N) added 5.8% and 4.2%, respectively, in premarket trading as the companies were set to join the S&P 500 index.

Oracle gained 1.5% after Barclays upgraded the software firm to “overweight” from “equal weight”.

Next week, focus will be on the consumer price index data, which could offer clues on inflationary pressures in August. The Fed’s next policy meeting is on Sept. 20.

Ukraine war brings surge in global use of cluster bombs

The number of people killed or wounded by cluster munitions increased eightfold last year to more than 1,000, mostly due to their use in the Ukraine war, particularly by Russia, a campaign group said on Tuesday.

The deaths were the most reported from cluster bombs since a 2008 ban on the weapons joined by more than 100 countries. Cluster munitions, fired from the ground or by aircraft, explode mid-air, spraying smaller ‘bomblets’ over a wide area.

Neither Russia nor Ukraine is a party to the ban, nor is the United States, which began supplying cluster munitions to Ukraine this year.

Survivors often suffer severe injuries from blasts and burns that can result in life-long medical needs, and campaigners worry in particular about unexploded bombs that remain on the battlefield long after a conflict ends.

Of the 1,172 victims last year, 353 died including more than 300 in Ukraine, the report by the Cluster Munitions Coalition campaign group showed, the most since the group began compiling its annual reports 14 years ago.

The report said that nearly all the victims were civilians and three-quarters were children who are often drawn to play with unexploded bomblets which sometimes resemble shiny balls or batteries.

“Its unconscionable that civilians are still dying and being wounded from cluster munitions 15 years after these weapons were prohibited,” Mary Wareham from Human Rights Watch told a Geneva press conference.

In Ukraine, the report said Russia had used cluster munitions “repeatedly”, while Ukraine had also used them, but to “a lesser extent”. It did not provide a breakdown. There was no immediate response from Kyiv or Moscow to the report.

The report covered last year, and therefore excludes this year’s use by Ukraine of U.S. cluster munitions, which Kyiv began receiving in July. Kyiv says it is using them only against Russian troops at the front line. Russia has denied using them at all but has threatened to do so in response.

Unlike in past years where casualties have nearly always been caused by the delayed explosion of bomb remnants, most of the 2022 casualties were from live bombs, the report said.

Both Moscow and Kyiv deny targeting civilians in the war that began with Russia’s invasion in February 2022, during which Russian forces have razed several Ukrainian cities to the ground.

In deciding to send cluster munitions to Ukraine this year, Washington said they have legitimate uses on the battlefield against military targets, and would save lives if they hastened the end of the war. It also said its cluster munitions leave behind far fewer unexploded bomblets than those used by Russia.

The report documented the first known use of cluster munitions in Myanmar last year, as well as use in Azerbaijan, Iraq, Laos, Lebanon, Syria and Yemen.
