Libyan flood survivors weigh water shortages against landmine risk

People whose homes were swept away by flooding in Libya’s eastern city of Derna a week ago faced the dilemma on Sunday of whether to stay despite a lack of fresh water or flee through areas where landmines have been displaced by the torrents.

Thousands of people are feared to have died after two dams above Derna broke on Sept. 10, bringing down residential blocks lining a usually dry river bed as people slept. Many bodies were washed out to sea and more than 1,000 have already been buried in mass graves, according to the United Nations.

Sunrise on Sunday revealed a scene of quiet devastation, with piles of rubble cleared to the sides of empty roads along with tangled metal including pieces of wrecked cars.

Hamad Awad sat on a blanket on an empty street with a bottle of water and bedding alongside him.

“I am staying in our area trying to clean it and trying to verify who is missing,” he said. “Thank God for giving us patience.”

Entire districts of Derna, with an estimated population of at least 120,000, were swept away or buried in brown mud. State media said at least 891 buildings had been destroyed in the city, whose mayor has said 20,000 people may have died.

Another resident said people were at a loss over what to do next.

“We still do not know anything, we are hearing rumours, some are trying to reassure us, others are saying you need to leave the city or stay here. We have no water and no resources,” said the resident, who gave just one name, Wasfi.

A report by the U.N.’s Office for the Coordination of Humanitarian Affairs (OCHA) said Libyan authorities had detected at least 55 children poisoned from drinking polluted water in Derna, where the homeless were surviving in makeshift shelters, schools or packed into the houses of relatives or friends.

Floodwaters had shifted landmines and other ordnance left over from years of conflict, posing an extra risk to the thousands of displaced people on the move, it said.

The OCHA report said at least 11,300 people had died and more than 10,000 people were missing in Derna after Storm Daniel swept over the Mediterranean and into the city and other coastal settlements.

It cited the Libyan Red Crescent for the figure but a Libyan Red Crescent spokesman said it had not published a toll and referred Reuters to government spokespeople, saying “figures are changing and the Red Crescent is not responsible for this.”

An official from the administration that runs eastern Libya, Dr. Osama Al-Fakhry, said: “The number of dead so far is 3,252, and they are those who were buried”.

He said 86 people had been pulled from the rubble and operations were continuing.

“There is no specific number regarding the missing, because there are entire families who have died and no one came to report them, in addition to the fact that there is duplication of registration in various hospitals,” said Al-Fakhry, office manager for the health minister in the east.

Other Libyan officials have previously citied a death toll of more than 5,000.

OCHA said more than 40,000 people had been displaced, cautioning that the figure was likely much higher since access had been restricted to the worst-affected areas such as Derna, where at least 30,000 were displaced.

International aid organizations have flown in emergency aid and countries have sent in supplies and other help, but OCHA said much more was needed.

Civil protection workers from Algeria combed through the rubble of multistorey buildings with a dog to help detect any survivors.

In al Badya, a coastal settlement west of Derna, volunteers handed out clothing and food.

“People left their houses with nothing, they didn’t even have their underwear,” said one of the initiative’s supervisors, Mohammad Shaheen.

Volunteer Abdulnabi said the team came from Ajaylat, around 800 miles (1,200 km) away in western Libya, divided from the east by more than a decade of on and off conflict.

“People are coming together to help those impacted,” he said.

The country of 7 million people has lacked a strong central government since a NATO-backed uprising that toppled Muammar Gaddafi in 2011.

Libya’s internationally-recognised Prime Minister Abdulhamid al-Dbeibah, based in Tripoli in the west, called the floods an unprecedented catastrophe. Libya’s Presidential Council head Mohammed al-Menfi has called for national unity.

 Azerbaijan’s Aliyev is a Strategic Liability, Not an Asset

Ilham Aliyev, President of Azerbaijan for nearly eighteen years, sits atop a mirage. Azerbaijan’s capital Baku exudes wealth. Luxury boutiques like Bulgari, Christian Dior, Gucci, and Trussardi line Neftchiler Avenue across Primorsky Park from the Bay of Baku. Luxury hotels like the Four Seasons, Marriott Absheron, and the Hilton Baku overlook the cornice. Car dealerships showcase the latest Rolls Royces, Lamborghinis, and Ferraris. Azerbaijan is hardly the only country to sport such an ostentatious display—Persian Gulf emirates do as well—but the wealth extremes among Azeri citizens are greater, as anyone who has bypassed the official tours to see the mudbrick houses and shantytowns outside the capital can attest. While those associated with the Aliyev family and his inner circle might afford Baku’s luxury goods, most city residents, including the educated and professional class, barely scrape by. Travel an hour or two outside the capital, and the situation is even worse.

Azerbaijan is among the world’s most corrupt countries; Transparency International ranks Azerbaijan with Russia, Mali, and Malawi. In contrast, neighboring Armenia sits alongside Greece and Slovakia in the rankings, while Georgia scores even better. The recent Pandora Papers exposé showed that family members of senior Azeri officials had bought or sold tens of millions of dollars of luxury real estate.

Politically, Azerbaijan remains an authoritarian dictatorship. Freedom House assesses that Azeris living under Aliyev’s dictatorship enjoy less freedom than Palestinians struggling under Hamas rule in the Gaza Strip and Houthi repression in Yemen; Azeris enjoy fewer civil liberties than the Chinese under President Xi Jinping’s repressive rule.

Why the West Ignores Azerbaijan’s Reality

Western states have ignored Aliyev’s corruption and repression for a variety of reasons:

The United Kingdom shields Azerbaijan at international forums because of British Petroleum’s interest in the country’s energy market. While China’s trade with Azerbaijan has historically been only a fraction of Great Britain’s, Beijing’s ambitions in Azerbaijan are quickly growing, which ironically makes China and the United Kingdom allies in the United Nations Security Council offering blind support to Azerbaijan, when the United Nations considers issues involving the South Caucasus.

Israel, meanwhile, has long-standing ties with Azerbaijan that are rooted in the arms-for-energy trade. During last year’s Nagorno-Karabakh war, Azerbaijan used Israeli drones against both civilian and military targets to turn the tide of the war after ethnic Armenian forces in Nagorno-Karabakh rebuffed the initial Azerbaijani invasion.

Traditionally, both Israel and the United States also value Azerbaijan for its strategic location and willingness to allow espionage, if not full-fledged operations, against the Islamic Republic of Iran. While the mostly Shi’ite Azerbaijan once sought to distinguish itself from theocratic Iran to its south, in recent years, Aliyev has played the issue both ways: coasting on Azerbaijan’s past reputation while increasing his ties with Iran (and Russia), recent disputes with Tehran notwithstanding.

Azerbaijan’s reputation for religious tolerance and secularism also attracts many Western supporters. Certainly, Azerbaijan deserves praise in this regard, though the myth does not live up to reality. While Azerbaijan has generally protected its Jewish community, Aliyev’s government has long targeted Azerbaijan’s Christians, in some cases by erasing centuries-old cultural property like the graveyard in Julfa that Azerbaijani troops systematically destroyed. More recently, Aliyev’s cooperation with and tolerance for Syrian jihadi mercenaries, whom he used in his fight against Nagorno-Karabakh’s Armenians, raise questions about his outlook. In many ways, Aliyev appears to be taking a page from Turkish president Recep Tayyip Erdoğan’s playbook: Distract the West with paeans to the secular past while quietly co-opting, if not promoting, religious extremists to act as policy proxies. When countries have embraced such tactics, the result has been blowback that harmed the standing of religious minorities. Azerbaijan’s subordination of its foreign policy to Erdoğan’s—even allowing Turkish diplomats veto power over Azerbaijani engagements—should raise questions about Baku’s tolerance and the ability of Israel and the United States to leverage Azerbaijani territory for other strategic pursuits in the near future.

Beyond the strategic reasons for ignoring Azerbaijan’s reality, there is also the reality of caviar diplomacy and golden parachutes. Azerbaijan pays well. The regime spends lavishly on gifts, luxury hotel suites, and dinners and provides access to those who parrot official positions and, more importantly, refuse to research or consider counterarguments. Some Israeli officials openly talk about how they hope to enter the Azerbaijani business scene after retirement. Former American officials might be more discreet in what they say, but their actions do not substantively differ.

Aliyev’s Dangerous Revanchism

Aliyev’s orientation should raise questions for any honest analyst, but, what really makes Azerbaijan a strategic liability, is Aliyev’s increasing unwillingness to live within Azerbaijan’s borders. This problem goes beyond disputes with Armenia over Nagorno-Karabakh, the contested territory recognized by most countries as Azerbaijani territory, and extends to Aliyev’s territorial claims over Armenia proper, which the Azerbaijani dictator has increasingly voiced over the past decade.

For example, on November 20, 2012, Aliyev said, “Armenia as a country is of no value. It is actually a colony, an outpost run from abroad, a territory artificially created on ancient Azerbaijani lands.” The following year, Aliyev gave a speech in which he promised not only to retake Nagorno-Karabakh but also all of Armenia. “Azerbaijanis will live on their historical lands in the future. Our historical lands are Irevan [Yerevan] and Zangezur regions,” he said. He returned to this theme on January 22, 2014, during a visit to Ganja, Azerbaijan’s second-largest city, when he described Armenia as “historical Azerbaijani lands” that his countrymen will eventually regain. While Minsk Group diplomats pushed a land-for-peace and security deal, Aliyev promised Azeris that an Armenian withdrawal from Nagorno-Karabakh and the adjacent districts would only be the first phase of a final solution.

At Nowruz celebrations the following year, Aliyev tripled down on the theme. “The Armenian-Azerbaijani Nagorno-Karabakh conflict must be settled only within the framework of Azerbaijan’s internationally recognized territorial integrity,” he said, then added, “after that, we will return to our ancient lands—to Yerevan, Geicha, and Zangezur.”

While successive secretaries of state took Aliyev at his word when he promised to settle his disputes with Armenia diplomatically, Aliyev did not try to deceive his home audience. Speaking in the central Azerbaijani district of Terter in December 2016, he explained, “Today, we are not claiming any in the modern Republic of Armenia. We do not intend to reclaim Yerevan, Meghri, Goris through military force but I’m sure that time will come, and we, Azerbaijanis, will return to all our historic lands,” He then promised, “The main factor [for success] is strength. This is true. We live in the real world. So we have to become even stronger, to create a more powerful army.”

In recent years, especially as his economy has stagnated or declined against the backdrop of falling oil prices, Aliyev has increasingly turned toward revanchist claims to distract the public from his own mismanagement. During a speech to his New Azerbaijan Party, for example, Aliyev claimed that Yerevan, the territories of Lake Sevan, and the province of Syunik, also known as Zangezur, are historical Azerbaijani lands and that their return was a “strategic and political goal.” During a Baku military parade after the Azeri victory in the most recent Nagorno-Karabakh war, Aliyev called Yerevan, the capital of Armenia, as well as Armenia’s Syunik and Sevan regions “historical lands” of Azerbaijan. Such rhetoric dashes hopes for peace. Just last month, Aliyev threw cold water on Armenia’s request for talks about the status of Nagorno-Karabakh, warning Armenians that they should refrain from raising the subject since Azerbaijan has more historical grounds for claiming parts of Armenia like Zangezur and Lake Geicha.

It is one thing for Azerbaijan not to have diplomatic relations with Armenia—that can be rectified—but it is quite another to reject Armenia’s right to exist.

A Perfect Storm

Family fiefdoms seldom succeed in countries without formal, institutionalized monarchies. Egyptian President Hosni Mubarak fell when he tried to promote his son to power. Likewise, Muammar Gaddafi fell as he tried to have his son Saif succeed him. Hafez al-Assad’s son Bashar did come into power, but Syria ultimately paid a far higher price as it descended into civil war.

For dictators, the problem with multi-decade rule is that political scapegoats are in short supply. For example, Erdoğan cannot blame his predecessors for the corruption and economic mismanagement that drained Turkey’s foreign reserves and crashed its currency. For all of Azerbaijan’s hydrocarbon wealth, the per capita income of Azerbaijanis is actually less than that of Georgians and Armenians, the latter of whom subsist under a Turkish-Azerbaijani economic blockade. While the citizens of Gulf emirates arguably accept a contract in which they sacrifice freedoms for wealth, the comparison between the Gulf states and Azerbaijan falters because ordinary Azeris receive little in exchange for political pliancy.

Azerbaijan now faces a perfect storm. As Aliyev seeks to promote his wife and son to succeed him, ordinary Azerbaijanis grow increasingly frustrated with their plight. They also see the cost of Aliyev’s Nagorno-Karabakh victory: infringement on Azerbaijani sovereignty by Russian and Turkish troops. Aliyev sponsors trips for foreign officials and some Azeris to recaptured areas of Nagorno-Karabakh, but few Azeris who originate from the territory are prepared to return permanently, given the region’s lack of jobs and their new roots in and around Baku. In effect, Aliyev wants to spend billions of dollars on infrastructure and Potemkin ghost towns that few Azeris want to reside in permanently during a shaky time for  Azerbaijan’s economy, the rise in oil prices notwithstanding.

Ilham Aliyev, President of Azerbaijan for nearly eighteen years, sits atop a mirage. Azerbaijan’s capital Baku exudes wealth. Luxury boutiques like Bulgari, Christian Dior, Gucci, and Trussardi line Neftchiler Avenue across Primorsky Park from the Bay of Baku. Luxury hotels like the Four Seasons, Marriott Absheron, and the Hilton Baku overlook the cornice. Car dealerships showcase the latest Rolls Royces, Lamborghinis, and Ferraris. Azerbaijan is hardly the only country to sport such an ostentatious display—Persian Gulf emirates do as well—but the wealth extremes among Azeri citizens are greater, as anyone who has bypassed the official tours to see the mudbrick houses and shantytowns outside the capital can attest. While those associated with the Aliyev family and his inner circle might afford Baku’s luxury goods, most city residents, including the educated and professional class, barely scrape by. Travel an hour or two outside the capital, and the situation is even worse.

Azerbaijan is among the world’s most corrupt countries; Transparency International ranks Azerbaijan with Russia, Mali, and Malawi. In contrast, neighboring Armenia sits alongside Greece and Slovakia in the rankings, while Georgia scores even better. The recent Pandora Papers exposé showed that family members of senior Azeri officials had bought or sold tens of millions of dollars of luxury real estate.

Politically, Azerbaijan remains an authoritarian dictatorship. Freedom House assesses that Azeris living under Aliyev’s dictatorship enjoy less freedom than Palestinians struggling under Hamas rule in the Gaza Strip and Houthi repression in Yemen; Azeris enjoy fewer civil liberties than the Chinese under President Xi Jinping’s repressive rule.

Why the West Ignores Azerbaijan’s Reality

Western states have ignored Aliyev’s corruption and repression for a variety of reasons:

The United Kingdom shields Azerbaijan at international forums because of British Petroleum’s interest in the country’s energy market. While China’s trade with Azerbaijan has historically been only a fraction of Great Britain’s, Beijing’s ambitions in Azerbaijan are quickly growing, which ironically makes China and the United Kingdom allies in the United Nations Security Council offering blind support to Azerbaijan, when the United Nations considers issues involving the South Caucasus.

Israel, meanwhile, has long-standing ties with Azerbaijan that are rooted in the arms-for-energy trade. During last year’s Nagorno-Karabakh war, Azerbaijan used Israeli drones against both civilian and military targets to turn the tide of the war after ethnic Armenian forces in Nagorno-Karabakh rebuffed the initial Azerbaijani invasion.

Traditionally, both Israel and the United States also value Azerbaijan for its strategic location and willingness to allow espionage, if not full-fledged operations, against the Islamic Republic of Iran. While the mostly Shi’ite Azerbaijan once sought to distinguish itself from theocratic Iran to its south, in recent years, Aliyev has played the issue both ways: coasting on Azerbaijan’s past reputation while increasing his ties with Iran (and Russia), recent disputes with Tehran notwithstanding.

Azerbaijan’s reputation for religious tolerance and secularism also attracts many Western supporters. Certainly, Azerbaijan deserves praise in this regard, though the myth does not live up to reality. While Azerbaijan has generally protected its Jewish community, Aliyev’s government has long targeted Azerbaijan’s Christians, in some cases by erasing centuries-old cultural property like the graveyard in Julfa that Azerbaijani troops systematically destroyed. More recently, Aliyev’s cooperation with and tolerance for Syrian jihadi mercenaries, whom he used in his fight against Nagorno-Karabakh’s Armenians, raise questions about his outlook. In many ways, Aliyev appears to be taking a page from Turkish president Recep Tayyip Erdoğan’s playbook: Distract the West with paeans to the secular past while quietly co-opting, if not promoting, religious extremists to act as policy proxies. When countries have embraced such tactics, the result has been blowback that harmed the standing of religious minorities. Azerbaijan’s subordination of its foreign policy to Erdoğan’s—even allowing Turkish diplomats veto power over Azerbaijani engagements—should raise questions about Baku’s tolerance and the ability of Israel and the United States to leverage Azerbaijani territory for other strategic pursuits in the near future.

Beyond the strategic reasons for ignoring Azerbaijan’s reality, there is also the reality of caviar diplomacy and golden parachutes. Azerbaijan pays well. The regime spends lavishly on gifts, luxury hotel suites, and dinners and provides access to those who parrot official positions and, more importantly, refuse to research or consider counterarguments. Some Israeli officials openly talk about how they hope to enter the Azerbaijani business scene after retirement. Former American officials might be more discreet in what they say, but their actions do not substantively differ.

Aliyev’s Dangerous Revanchism

Aliyev’s orientation should raise questions for any honest analyst, but, what really makes Azerbaijan a strategic liability, is Aliyev’s increasing unwillingness to live within Azerbaijan’s borders. This problem goes beyond disputes with Armenia over Nagorno-Karabakh, the contested territory recognized by most countries as Azerbaijani territory, and extends to Aliyev’s territorial claims over Armenia proper, which the Azerbaijani dictator has increasingly voiced over the past decade.

For example, on November 20, 2012, Aliyev said, “Armenia as a country is of no value. It is actually a colony, an outpost run from abroad, a territory artificially created on ancient Azerbaijani lands.” The following year, Aliyev gave a speech in which he promised not only to retake Nagorno-Karabakh but also all of Armenia. “Azerbaijanis will live on their historical lands in the future. Our historical lands are Irevan [Yerevan] and Zangezur regions,” he said. He returned to this theme on January 22, 2014, during a visit to Ganja, Azerbaijan’s second-largest city, when he described Armenia as “historical Azerbaijani lands” that his countrymen will eventually regain. While Minsk Group diplomats pushed a land-for-peace and security deal, Aliyev promised Azeris that an Armenian withdrawal from Nagorno-Karabakh and the adjacent districts would only be the first phase of a final solution.

At Nowruz celebrations the following year, Aliyev tripled down on the theme. “The Armenian-Azerbaijani Nagorno-Karabakh conflict must be settled only within the framework of Azerbaijan’s internationally recognized territorial integrity,” he said, then added, “after that, we will return to our ancient lands—to Yerevan, Geicha, and Zangezur.”

While successive secretaries of state took Aliyev at his word when he promised to settle his disputes with Armenia diplomatically, Aliyev did not try to deceive his home audience. Speaking in the central Azerbaijani district of Terter in December 2016, he explained, “Today, we are not claiming any in the modern Republic of Armenia. We do not intend to reclaim Yerevan, Meghri, Goris through military force but I’m sure that time will come, and we, Azerbaijanis, will return to all our historic lands,” He then promised, “The main factor [for success] is strength. This is true. We live in the real world. So we have to become even stronger, to create a more powerful army.”

In recent years, especially as his economy has stagnated or declined against the backdrop of falling oil prices, Aliyev has increasingly turned toward revanchist claims to distract the public from his own mismanagement. During a speech to his New Azerbaijan Party, for example, Aliyev claimed that Yerevan, the territories of Lake Sevan, and the province of Syunik, also known as Zangezur, are historical Azerbaijani lands and that their return was a “strategic and political goal.” During a Baku military parade after the Azeri victory in the most recent Nagorno-Karabakh war, Aliyev called Yerevan, the capital of Armenia, as well as Armenia’s Syunik and Sevan regions “historical lands” of Azerbaijan. Such rhetoric dashes hopes for peace. Just last month, Aliyev threw cold water on Armenia’s request for talks about the status of Nagorno-Karabakh, warning Armenians that they should refrain from raising the subject since Azerbaijan has more historical grounds for claiming parts of Armenia like Zangezur and Lake Geicha.

It is one thing for Azerbaijan not to have diplomatic relations with Armenia—that can be rectified—but it is quite another to reject Armenia’s right to exist.

A Perfect Storm

Family fiefdoms seldom succeed in countries without formal, institutionalized monarchies. Egyptian President Hosni Mubarak fell when he tried to promote his son to power. Likewise, Muammar Gaddafi fell as he tried to have his son Saif succeed him. Hafez al-Assad’s son Bashar did come into power, but Syria ultimately paid a far higher price as it descended into civil war.

For dictators, the problem with multi-decade rule is that political scapegoats are in short supply. For example, Erdoğan cannot blame his predecessors for the corruption and economic mismanagement that drained Turkey’s foreign reserves and crashed its currency. For all of Azerbaijan’s hydrocarbon wealth, the per capita income of Azerbaijanis is actually less than that of Georgians and Armenians, the latter of whom subsist under a Turkish-Azerbaijani economic blockade. While the citizens of Gulf emirates arguably accept a contract in which they sacrifice freedoms for wealth, the comparison between the Gulf states and Azerbaijan falters because ordinary Azeris receive little in exchange for political pliancy.

Azerbaijan now faces a perfect storm. As Aliyev seeks to promote his wife and son to succeed him, ordinary Azerbaijanis grow increasingly frustrated with their plight. They also see the cost of Aliyev’s Nagorno-Karabakh victory: infringement on Azerbaijani sovereignty by Russian and Turkish troops. Aliyev sponsors trips for foreign officials and some Azeris to recaptured areas of Nagorno-Karabakh, but few Azeris who originate from the territory are prepared to return permanently, given the region’s lack of jobs and their new roots in and around Baku. In effect, Aliyev wants to spend billions of dollars on infrastructure and Potemkin ghost towns that few Azeris want to reside in permanently during a shaky time for  Azerbaijan’s economy, the rise in oil prices notwithstanding.

North Korea’s Kim Jong Un on His Way Home After Concluding Russia Trip 


North Korean leader Kim Jong Un is on his way home Sunday from Russia, ending a six-day trip that triggered global concerns about weapons transfer deals between the two countries locked in separate standoffs with the West.

Kim began his journey back to North Korea aboard his armored train from the Primorye region in Russia’s Far East, following a farewell ceremony at a train station, Russia’s state news agency RIA said.

Since entering Russia last Tuesday in his first overseas trip in more than four years, Kim had met President Vladimir Putin and visited key military and technology sites. Earlier Sunday, he was in a lighter mode, touring a university and watching a walrus show at a Russian aquarium.

Russia’s state media released videos of Kim — dressed in a black suit and accompanied by his top officials — talking with Russian officials through translators as he walked through the campus of the Far Eastern Federal University in Russky Island.

Kim was later seen at the island’s Primorsky Aquarium, Russia’s largest, where he watched performances featuring beluga whales, bottlenose dolphins, fur seals and “Misha” the walrus, which he seemed to particularly enjoy, according to Russian media.

Kim’s trip, highlighted by a summit with Putin on Wednesday, has underscored how their interests are aligning in the face of separate, intensifying confrontations with the West. U.S. and South Korean officials have said North Korea could provide badly needed munitions for Moscow’s war on Ukraine in exchange for sophisticated Russian weapons technology that would advance Kim’s nuclear ambitions.

A day after visiting an aircraft plant in Komsomolsk-on-Amur that produces Russia’s most powerful fighter jets, Kim on Saturday traveled to an airport near Vladivostok, where Defense Minister Sergei Shoigu and other senior military officials gave him an up-close look at Russia’s strategic bombers and other warplanes.

All the Russian warplanes shown to Kim were among the types that have seen active use in the war in Ukraine, including the Tu-160, Tu-95 and Tu-22 bombers that have regularly launched cruise missiles.

During Kim’s visit, Shoigu and Lt. Gen. Sergei Kobylash, the commander of the Russian long-range bomber force, confirmed for the first time that the Tu-160 had recently received new cruise missiles with a range of more than 6,500 kilometers (over 4,040 miles).

Shoigu, who had met Kim during a rare visit to North Korea in July, also showed Kim another of Russia’s latest missiles, the hypersonic Kinzhal, carried by the MiG-31 fighter jet, that saw its first combat during the war in Ukraine.

Kim and Shoigu later on Saturday traveled to Vladivostok, where they inspected the Admiral Shaposhnikov frigate. Russia’s navy commander, Adm. Nikolai Yevmenov, briefed Kim on the ship’s capabilities and weapons, which include long-range Kalibr cruise missiles that Russian warships have regularly fired at targets in Ukraine.

North Korea’s state media reported Kim was accompanied on Saturday’s visits by his top military officials, including his defense minister and the top commanders of his air force and navy.

Following a luncheon, Kim and Shoigu talked about the regional security environment and exchanged views on “practical issues arising in further strengthening the strategic and tactical coordination, cooperation and mutual exchange between the armed forces of the two countries,” according to the North’s official Korean Central News Agency.

In their July meeting, Kim gave Shoigu a similar inspection of North Korean weapons systems before inviting him to a massive parade in the capital, Pyongyang, where he rolled out his most powerful intercontinental ballistic missiles designed to target the United States.

Kim’s visits to military and technology sites this week possibly hint at what he wants from Russia, perhaps in exchange for supplying munitions to refill Putin’s declining reserves as his invasion of Ukraine becomes a drawn-out war of attrition.

Kim’s meeting with Putin was held at Russia’s main spaceport, a location that pointed to his desire for Russian assistance in his efforts to acquire space-based reconnaissance assets and missile technologies.

Experts have said potential military cooperation between the countries could include efforts to modernize North Korea’s outdated air force, which relies on warplanes sent from the Soviet Union in the 1980s.

Azerbaijan’s Aliyev is a Strategic Liability, Not an Asset

Ilham Aliyev, President of Azerbaijan for nearly eighteen years, sits atop a mirage. Azerbaijan’s capital Baku exudes wealth. Luxury boutiques like Bulgari, Christian Dior, Gucci, and Trussardi line Neftchiler Avenue across Primorsky Park from the Bay of Baku. Luxury hotels like the Four Seasons, Marriott Absheron, and the Hilton Baku overlook the cornice. Car dealerships showcase the latest Rolls Royces, Lamborghinis, and Ferraris. Azerbaijan is hardly the only country to sport such an ostentatious display—Persian Gulf emirates do as well—but the wealth extremes among Azeri citizens are greater, as anyone who has bypassed the official tours to see the mudbrick houses and shantytowns outside the capital can attest. While those associated with the Aliyev family and his inner circle might afford Baku’s luxury goods, most city residents, including the educated and professional class, barely scrape by. Travel an hour or two outside the capital, and the situation is even worse.

Azerbaijan is among the world’s most corrupt countries; Transparency International ranks Azerbaijan with Russia, Mali, and Malawi. In contrast, neighboring Armenia sits alongside Greece and Slovakia in the rankings, while Georgia scores even better. The recent Pandora Papers exposé showed that family members of senior Azeri officials had bought or sold tens of millions of dollars of luxury real estate.

Politically, Azerbaijan remains an authoritarian dictatorship. Freedom House assesses that Azeris living under Aliyev’s dictatorship enjoy less freedom than Palestinians struggling under Hamas rule in the Gaza Strip and Houthi repression in Yemen; Azeris enjoy fewer civil liberties than the Chinese under President Xi Jinping’s repressive rule.

Why the West Ignores Azerbaijan’s Reality

Western states have ignored Aliyev’s corruption and repression for a variety of reasons:

The United Kingdom shields Azerbaijan at international forums because of British Petroleum’s interest in the country’s energy market. While China’s trade with Azerbaijan has historically been only a fraction of Great Britain’s, Beijing’s ambitions in Azerbaijan are quickly growing, which ironically makes China and the United Kingdom allies in the United Nations Security Council offering blind support to Azerbaijan, when the United Nations considers issues involving the South Caucasus.

Israel, meanwhile, has long-standing ties with Azerbaijan that are rooted in the arms-for-energy trade. During last year’s Nagorno-Karabakh war, Azerbaijan used Israeli drones against both civilian and military targets to turn the tide of the war after ethnic Armenian forces in Nagorno-Karabakh rebuffed the initial Azerbaijani invasion.

Traditionally, both Israel and the United States also value Azerbaijan for its strategic location and willingness to allow espionage, if not full-fledged operations, against the Islamic Republic of Iran. While the mostly Shi’ite Azerbaijan once sought to distinguish itself from theocratic Iran to its south, in recent years, Aliyev has played the issue both ways: coasting on Azerbaijan’s past reputation while increasing his ties with Iran (and Russia), recent disputes with Tehran notwithstanding.

Azerbaijan’s reputation for religious tolerance and secularism also attracts many Western supporters. Certainly, Azerbaijan deserves praise in this regard, though the myth does not live up to reality. While Azerbaijan has generally protected its Jewish community, Aliyev’s government has long targeted Azerbaijan’s Christians, in some cases by erasing centuries-old cultural property like the graveyard in Julfa that Azerbaijani troops systematically destroyed. More recently, Aliyev’s cooperation with and tolerance for Syrian jihadi mercenaries, whom he used in his fight against Nagorno-Karabakh’s Armenians, raise questions about his outlook. In many ways, Aliyev appears to be taking a page from Turkish president Recep Tayyip Erdoğan’s playbook: Distract the West with paeans to the secular past while quietly co-opting, if not promoting, religious extremists to act as policy proxies. When countries have embraced such tactics, the result has been blowback that harmed the standing of religious minorities. Azerbaijan’s subordination of its foreign policy to Erdoğan’s—even allowing Turkish diplomats veto power over Azerbaijani engagements—should raise questions about Baku’s tolerance and the ability of Israel and the United States to leverage Azerbaijani territory for other strategic pursuits in the near future.

Beyond the strategic reasons for ignoring Azerbaijan’s reality, there is also the reality of caviar diplomacy and golden parachutes. Azerbaijan pays well. The regime spends lavishly on gifts, luxury hotel suites, and dinners and provides access to those who parrot official positions and, more importantly, refuse to research or consider counterarguments. Some Israeli officials openly talk about how they hope to enter the Azerbaijani business scene after retirement. Former American officials might be more discreet in what they say, but their actions do not substantively differ.

Aliyev’s Dangerous Revanchism

Aliyev’s orientation should raise questions for any honest analyst, but, what really makes Azerbaijan a strategic liability, is Aliyev’s increasing unwillingness to live within Azerbaijan’s borders. This problem goes beyond disputes with Armenia over Nagorno-Karabakh, the contested territory recognized by most countries as Azerbaijani territory, and extends to Aliyev’s territorial claims over Armenia proper, which the Azerbaijani dictator has increasingly voiced over the past decade.

For example, on November 20, 2012, Aliyev said, “Armenia as a country is of no value. It is actually a colony, an outpost run from abroad, a territory artificially created on ancient Azerbaijani lands.” The following year, Aliyev gave a speech in which he promised not only to retake Nagorno-Karabakh but also all of Armenia. “Azerbaijanis will live on their historical lands in the future. Our historical lands are Irevan [Yerevan] and Zangezur regions,” he said. He returned to this theme on January 22, 2014, during a visit to Ganja, Azerbaijan’s second-largest city, when he described Armenia as “historical Azerbaijani lands” that his countrymen will eventually regain. While Minsk Group diplomats pushed a land-for-peace and security deal, Aliyev promised Azeris that an Armenian withdrawal from Nagorno-Karabakh and the adjacent districts would only be the first phase of a final solution.

At Nowruz celebrations the following year, Aliyev tripled down on the theme. “The Armenian-Azerbaijani Nagorno-Karabakh conflict must be settled only within the framework of Azerbaijan’s internationally recognized territorial integrity,” he said, then added, “after that, we will return to our ancient lands—to Yerevan, Geicha, and Zangezur.”

While successive secretaries of state took Aliyev at his word when he promised to settle his disputes with Armenia diplomatically, Aliyev did not try to deceive his home audience. Speaking in the central Azerbaijani district of Terter in December 2016, he explained, “Today, we are not claiming any in the modern Republic of Armenia. We do not intend to reclaim Yerevan, Meghri, Goris through military force but I’m sure that time will come, and we, Azerbaijanis, will return to all our historic lands,” He then promised, “The main factor [for success] is strength. This is true. We live in the real world. So we have to become even stronger, to create a more powerful army.”

In recent years, especially as his economy has stagnated or declined against the backdrop of falling oil prices, Aliyev has increasingly turned toward revanchist claims to distract the public from his own mismanagement. During a speech to his New Azerbaijan Party, for example, Aliyev claimed that Yerevan, the territories of Lake Sevan, and the province of Syunik, also known as Zangezur, are historical Azerbaijani lands and that their return was a “strategic and political goal.” During a Baku military parade after the Azeri victory in the most recent Nagorno-Karabakh war, Aliyev called Yerevan, the capital of Armenia, as well as Armenia’s Syunik and Sevan regions “historical lands” of Azerbaijan. Such rhetoric dashes hopes for peace. Just last month, Aliyev threw cold water on Armenia’s request for talks about the status of Nagorno-Karabakh, warning Armenians that they should refrain from raising the subject since Azerbaijan has more historical grounds for claiming parts of Armenia like Zangezur and Lake Geicha.

It is one thing for Azerbaijan not to have diplomatic relations with Armenia—that can be rectified—but it is quite another to reject Armenia’s right to exist.

A Perfect Storm

Family fiefdoms seldom succeed in countries without formal, institutionalized monarchies. Egyptian President Hosni Mubarak fell when he tried to promote his son to power. Likewise, Muammar Gaddafi fell as he tried to have his son Saif succeed him. Hafez al-Assad’s son Bashar did come into power, but Syria ultimately paid a far higher price as it descended into civil war.

For dictators, the problem with multi-decade rule is that political scapegoats are in short supply. For example, Erdoğan cannot blame his predecessors for the corruption and economic mismanagement that drained Turkey’s foreign reserves and crashed its currency. For all of Azerbaijan’s hydrocarbon wealth, the per capita income of Azerbaijanis is actually less than that of Georgians and Armenians, the latter of whom subsist under a Turkish-Azerbaijani economic blockade. While the citizens of Gulf emirates arguably accept a contract in which they sacrifice freedoms for wealth, the comparison between the Gulf states and Azerbaijan falters because ordinary Azeris receive little in exchange for political pliancy.

Azerbaijan now faces a perfect storm. As Aliyev seeks to promote his wife and son to succeed him, ordinary Azerbaijanis grow increasingly frustrated with their plight. They also see the cost of Aliyev’s Nagorno-Karabakh victory: infringement on Azerbaijani sovereignty by Russian and Turkish troops. Aliyev sponsors trips for foreign officials and some Azeris to recaptured areas of Nagorno-Karabakh, but few Azeris who originate from the territory are prepared to return permanently, given the region’s lack of jobs and their new roots in and around Baku. In effect, Aliyev wants to spend billions of dollars on infrastructure and Potemkin ghost towns that few Azeris want to reside in permanently during a shaky time for  Azerbaijan’s economy, the rise in oil prices notwithstanding.

Myanmar’s Opposition Riven by Internal Divisions


Anti-junta forces in Myanmar, facing a common enemy in the country’s post-coup rulers, are divided internally, and the leaders of dozens of ethnic armies aligned with the opposition cannot agree on a common political strategy, all of which has its costs in terms of funding, arms, sanctions and time, specialists interviewed by VOA in recent weeks say.

Even supporters of the opposition National Unity Government — born out of the ousted National League for Democracy — complained in conversations with VOA that the armed wing of the NUG in Myanmar, known as the all-volunteer guerrilla People’s Defense Force, lacks a single military command structure wedded to a coherent political policy and an unsullied leader.

There are also too many differences among NLD-allied ethnic armies — sometimes referred to as ethnic armed organizations, or EAOs, especially regarding what they are fighting for, said Michael Martin, an adjunct fellow with the Center for International and Strategic Studies in Washington.

“They speak in terms of liberating their homelands. That’s the first task,” he said. “Once they’ve liberated their homelands, their next objective is to set up a government of their design, of their own choosing.” That contrasts sharply with NLD ambitions of ousting military rule and reestablishing the democratic order in the whole country under now-detained former leader Aung San Suu Kyi.

The militias

Myanmar’s opposition armed forces include about 135,000 members of about 20 ethnic armies and 65,000 soldiers in the NUG’s People’s Defense Force, backed by about 200,000 state workers in the Civil Disobedience Movement.

However, Ross Milosevic, a risk consultant who conducts field research in Myanmar, which is also known as Burma, said the PDF command structure and the patchwork of EAOs are riddled with divisions.

“They talk about revolution a lot, but a revolution in anyone’s doctrine must have a political and military solution that works side-by-side. And if they don’t, their revolution will not work,” he said.

“This is what they don’t understand, and they need to put in place, because if they don’t do it and include the ethnics in a formative alliance, they’re going to be living in the jungle or on the Thai side of the border for the next 50 years.”

Hoping to improve ties with the ethnic armies — many of which have fought for self-rule since independence in 1948 — the NUG formed an Alliance Committee early last year.  Among its negotiators is David Gum Awng, NUG deputy minister of international cooperation.

He told VOA there is “contentious debate” on military command, political objectives and working with members of different ethnic groups.

“There are many challenges involved that’s for sure,” but “we are all in this together… and we will try to work this out,” he said.

The combined NUG-EAO strength of 200,000 troops, which Gum Awng said would continue to grow significantly, should be more than a match for the military under Gen. Min Aung Hlaing.

The military’s total strength has been put as high as 400,000 but the United States Institute for Peace says 150,000 personnel is closer to the mark, including 70,000 combat-ready troops.

Who’s in control?

The Special Advisory Council for Myanmar, a group of experts supporting democracy efforts in Myanmar, maintains that the junta has “stable control” over only 17% of Myanmar territory, that 23% is contested, and that Peoples Defense Forces and ethnic armies hold “effective control” over 52%.

But Martin said the NUG-PDF lacked the resources to set up necessary government structures in areas it controls and instead relies on existing capacity established by the ethnic armies.

“They basically control no territory on their own,” he said, adding the ethnic armies see the NUG as a communications coordinating entity and as part of a broader coalition in the resistance, as opposed to the country’s government-in-waiting.

When the NUG goes to the U.S. State Department or the U.S. Agency for International Development “and speaks as if they are a government,” Martin said, “legitimately, the State Department says, ‘OK, how are you going to do these things you say you are going to do.’ And they don’t have the resources to do it.”

He said this would also apply to Australia, the United Kingdom, EU or Japan. The ethnic armed organizations have experience running governments but were not recognized as a country, which poses problems for ethnic armies seeking aid from foreign governments.

“They don’t have any political status and there’s debate within the Biden administration on who, what way and in what manner – and with which EAO – to coordinate or work with,” Martin said.

Simmering tensions

Meanwhile, divisions among the EAOs continue, including competing territorial claims that overlap Myanmar’s seven states.

A recent report by International Crisis Group said the Ta’ang National Liberation Army, one of the opposition-aligned ethnic armies, had used the coup to expand its territory in northern Shan state, recruit soldiers and strengthen its parallel administration.

“Although it has quietly supported anti-coup resistance forces, it has clashed with the military only rarely and has met with regime representatives,” it said, adding this expansion had created tensions with other ethnic armed groups and non-Ta’angs in Shan.

“The group’s ambiguous political positioning since the coup reflects the complex environment in which ethnic armed groups operate,” it said. “It also helps explain why building a countrywide anti-regime alliance has proven so difficult.”

Two other ethnic armies, the United Wa State Army and the Kachin Independence Organization have provided the Ta’ang with needed training and weapons, although Martin said the Wa are not actively fighting the junta because they already have what they want: a self-administered region in Shan.

Elsewhere, the Chin are fighting for their own country in western Chin state, the Arakan are seeking autonomy in neighboring Rakhine state, and both have shown a willingness to work with the junta in return for relative autonomy.

“The major groups who are really leading the military campaign against the junta have no interest or desire to consider the unity government as the legitimate government,” Martin said.

Of the remaining states, Milosevic said the Karen National Liberation Army was divided by leadership issues while the fighting in Mon state had eased. He ranked the Arakan as the “most solid and best organized” among the EAOs.

The lady

Then there are issues with Suu Kyi and her fall from grace — unprecedented for a Nobel laureate — following the alleged genocide committed against the ethnic Rohingya in 2017 under her leadership, and there have been calls for a younger leadership to succeed her.

“She has a very unfortunate record when it comes to the Rohingya issue and so she’s lost a lot of ground in the West, but I think there needs to be a new generation [to] come through,” Milosevic said.

The NUG, though, is steadfast in its support for Suu Kyi, who was moved from prison to house arrest in July, and the group’s deputy minister Gum Awng said her support base in Myanmar should not be underestimated by those outside the country, even if “her reputation was more or less tarnished.”

“She is still this driving force for democracy,” he said, pointing to her immense popularity in Myanmar, and not just politically, being “seen and revered as Mother Suu, it’s the endearment that people associate with her.”

Martin agreed, saying the key issue is whether and how Suu Kyi, the NLD and NUG can “forge functional relations” with the major ethnic armies, their affiliated PDFs and groups in the Civil Disobedience Movement.

Death toll from floods reaches 11,300 in Libya“s coastal city of Derna

At least 11,300 people have died and another 10,100 are missing from the coastal city of Derna one week after Storm Daniel hit northeastern Libya, the UN Office for the Coordination of Humanitarian Affairs reported on Saturday.

An estimated 170 people have been killed as a result of the flooding elsewhere in the country, and more than 40,000 people have been displaced, the UN report said, citing the latest data from International Organizaton for Migration. Figures are expected to rise as search-and-rescue efforts continue to look for survivors.

Families Challenge North Dakota’s Ban on Gender-Affirming Care for Children


Families and a pediatrician are challenging North Dakota’s law criminalizing gender-affirming care for minors, the latest lawsuit in many states with similar bans. 

Gender Justice on Thursday announced the state district court lawsuit in a news conference at the state Capitol in Bismarck. The lawsuit against the state attorney general and state’s attorneys of three counties seeks to immediately block the ban, which took effect in April, and to have a judge find it unconstitutional and stop the state from enforcing it. 

State lawmakers “have outlawed essential health care for these kids simply and exclusively because they are transgender,” Gender Justice attorney and North Dakota state director Christina Sambor told reporters. “They have stripped parents of their right to decide for themselves what’s best for their own children. They have made it a criminal offense for doctors to provide health care that can literally save children’s lives.” 

The bill that enacted the ban passed overwhelmingly earlier this year in North Dakota’s Republican-controlled Legislature. Republican Gov. Doug Burgum, who is running for president, signed the ban into law in April. It took effect immediately. 

“Going forward, thoughtful debate around these complex medical policies should demonstrate compassion and understanding for all North Dakota youth and their families,” Burgum said at the time. 

Tate Dolney, a plaintiff and 12-year-old transgender boy from Fargo, said gender-affirming care helped his confidence, happiness, schoolwork and relationships with others. 

“I was finally able to just be who I truly am,” the seventh-grader told reporters. “It has hurt me all over again to know that the lawmakers who have banned the health care don’t want this for me and want to take it all away from me and every other transgender and nonbinary kid who just wants to be left alone to live our lives in peace.” 

Mother Devon Dolney said Tate was previously severely depressed and angry, but with the care “went from being ashamed and uncomfortable with who he is to being confident and outspoken,” a “miraculous” change. 

North Dakota’s ban has led the family to travel farther for Tate’s appointments, now in neighboring Minnesota, she said. The family has considered moving out of North Dakota, she said. 

Politicians “have intruded on our lives and inserted themselves into decisions that they have no business being involved in,” father Robert Dolney said. 

The law exempts minors who were already receiving gender-affirming care and allows for treatment of “a minor born with a medically verifiable genetic disorder of sex development.” 

But the grandfather clause has led providers “to not even risk it, because that vague law doesn’t give them enough detail of exactly what they can and cannot do” — an element of the suit, Gender Justice Senior Staff Attorney Brittany Stewart said. 

North Dakota Attorney General Drew Wrigley told The Associated Press he hadn’t seen the lawsuit’s filing, but his office “will evaluate it and take the appropriate course.” 

Bill sponsor and Republican state Rep. Bill Tveit told the AP that he brought the legislation to protect children. 

“I’ve talked to a number of people who are of age now and would transform back if they could, and they’re just really upset with their parents and the adults in their life that led them to do this, to have these surgeries,” Tveit said. He declined to identify the two people he said he talked to, but said one is a college student in Minnesota that he became acquainted with while working on the bill. 

North Dakota’s law criminalizes doctors’ performance of sex reassignment surgeries on minors with a felony charge, punishable up to 10 years’ imprisonment and a $20,000 fine. 

The law also includes a misdemeanor charge for health care providers who prescribe or give hormone treatments or puberty blockers to minors. That charge is punishable up to nearly a year’s incarceration and a $3,000 fine. 

Opponents of the bill said sex reassignment surgeries are not performed on minors in North Dakota, and the ban on gender-affirming care would harm transgender youth, who are at increased risk for depression, suicide and self-harm. 

At least 22 states have now enacted laws restricting or banning gender-affirming medical care for transgender minors, and most of those states face lawsuits. A federal judge struck down Arkansas’ ban as unconstitutional, and a federal judge has temporarily blocked a ban in Indiana.
