One day after Azerbaijan launched a new military operation against Nagorno-Karabakh, Pope Francis made a public appeal for both sides to “silence the weapons.”

Speaking to more than 15,000 people in St. Peter’s Square on Sept. 20, the pope said that he was troubled by the news he received Tuesday from Nagorno Karabakh, where “the already critical humanitarian situation is now aggravated by further armed clashes.”

“I make my heartfelt appeal to all the parties involved and to the international community to silence the weapons and make every effort to find peaceful solutions for the good of the people and respect for human dignity,” Pope Francis said at the end of his Wednesday general audience.

Nagorno-Karabakh is a disputed region in Azerbaijan that is home to about 120,000 Armenian Christians. Ethnic Armenians in Nagorno-Karabakh deny Azeri control of the region and claim self-sovereignty under the auspices of the “Republic of Artsakh.”

The South Caucasus region has been a flashpoint since Nagorno-Karabakh declared independence from Azerbaijan after the fall of the Soviet Union, sparking a war between Armenia and Azerbaijan over the territory that resulted in the deaths of tens of thousands of people in the 1990s.

In 2020, with the backing of Turkey, Azerbaijan reignited the long-simmering conflict by invading Nagorno-Karabakh. The six-week conflict ended in Azerbaijan seizing control of Nagorno-Karabakh.

A critical humanitarian situation developed in Nagorno-Karabakh this year after Azerbaijan began to restrict access to the Lachin Corridor, the sole road connecting the breakaway region to Armenia, in December 2022, cutting off access to food and medical aid.

The Azeri government on Tuesday called the strikes “anti-terror measures” against “illegal Armenian military formations.” Azerbaijan said the attacks will not stop until the ethnic Armenians completely surrender.

Nagorno-Karabakh’s “Artsakh Defense Forces” reported 23 civilian injuries and two deaths on Tuesday after the Azeri military unleashed artillery and mortar strikes on both military and civilian positions.

The military escalation marks the first indication of a large-scale outright military conflict in Nagorno-Karabakh since 2020.

Ruben Vardenyan, an Armenian politician who served as the state minister of the unrecognized state of Artsakh, has appealed to the international community to demand action in defense of the Armenian Christians in Nagorno-Karabakh.

“The Christian world needs to realize this is unacceptable,” Vardenyan said in a video message to EWTN News. “I believe that only together we can stop this war.”

Karabakh Accepts Azeri Terms For Ceasefire


YEREVAN (Azatutyun) — Nagorno-Karabakh agreed to disband its armed forces and discuss its “reintegration” into Azerbaijan as part of a Russian-brokered ceasefire announced on Wednesday, September 20, 24 hours after Baku launched a large-scale military offensive in the Armenian-populated region.

Karabakh’s leadership said early in the afternoon that it has no choice but to agree to the deal proposed by Russian peacekeeping forces because of severe military and humanitarian consequences of the offensive.

The office of Samvel Shahramanyan, the Karabakh president, said Azerbaijani forces managed to seize a number of strategic heights and road junctures during attacks accompanied by heavy shelling of Karabakh Armenian positions and civilian targets. It said that Karabakh’s Defense Army is greatly outnumbered and outgunned by the Azerbaijani side despite putting up fierce resistance and inflicting heavy losses on the enemy. It also pointed to the international community’s “insufficient” reaction to Baku’s actions.

A separate statement issued by Stepanakert shortly afterwards clarified that the ceasefire, which was due to take effect at 1 pm local time, commits the Karabakh Armenians to disarming and disbanding their armed forces and removing their heavy weaponry from Karabakh.

The statement also announced that Karabakh representatives and Azerbaijani officials will start talks on Thursday on the region’s possible “reintegration” into Azerbaijan and the Karabakh Armenians’ rights and security “within the framework of the Azerbaijani constitution.” Their first meeting will take place in the Azerbaijani town of Yevlakh.

The Russian Defense Ministry confirmed the agreement, saying that it will be implemented “in coordination with the commanders of the Russian peacekeeping contingent.”

Futures inch up on hopes Fed may pause interest rate hikes

U.S. stock index futures inched higher on Wednesday over expectations the Federal Reserve could pause its monetary tightening campaign, though concerns over rates staying higher for longer kept investors on edge.

The U.S. central bank is expected to maintain its key rate in the range of 5.25%-5.50% as it concludes its meeting at 2 p.m. ET, with investors focused on economic projections and Chair Jerome Powell’s comments for clues on the outlook for rates and inflation.

Recent economic data has signaled an easing in core inflation, fuelling bets that interest rates have likely peaked, but surging oil prices have clouded the outlook for headline inflation, providing the Fed room to keep rates higher for longer.

“The Fed’s updated projections are likely to show one more hike in 2023, higher growth in 2023/24 but with the aim to stabilize inflation,” said Gabriele Foà, portfolio manager at Algebris Investments.

Uncertainty around the rates trajectory and the impact on the economy sparked a selloff on Tuesday, as Canada’s inflation rate jumped on higher gasoline prices while data showed a steeper-than-expected plunge in U.S. housing starts.

“In the near future, we think economic weakness will take a more central role in the market narrative,” Foà said.

Financial markets have priced in a 99% chance the Fed will pause rates on Wednesday and a near 73% likelihood the central bank will keep them unchanged in November, according to CME’s FedWatch tool.

Investors were also looking forward to the debut by marketing automation company Klaviyo on the New York Stock Exchange against the backdrop of some recent successful U.S. listings.

Klaviyo had secured a valuation of $9.2 billion in its initial public offering after pricing the shares above their indicated range.

Instacart (CART.O) lost 4.0% in premarket trading after ending 12% higher in its Nasdaq debut on Tuesday, while Arm Holdings shed 1.7%

At 6:57 a.m. ET, Dow e-minis were up 73 points, or 0.21%, S&P 500 e-minis were up 8.5 points, or 0.19%, and Nasdaq 100 e-minis were up 24.5 points, or 0.16%.

Dollar General (DG.N) fell 1.9% after J.P. Morgan downgraded the discount store operator to “underweight”.

Pinterest (PINS.N) added 3.9% as Citigroup upgraded the image-sharing platform to “buy” from “neutral” and as the firm announced a share buyback of up to $1 billion.

Coty (COTY.N) added 4.5% after the CoverGirl parent raised its annual like-for-like sales forecast.

Who is Nikol Pashinyan, embattled prime minister of Armenia?

Here are some key facts about Armenian Prime Minister Nikol Pashinyan, who finds himself at the centre of a new crisis after Azerbaijan launched an offensive this week in the breakaway Armenian-populated territory of Nagorno-Karabakh.

– Pashinyan, 48, is a former journalist who became prime minister after a wave of street protests, sometimes referred to as Armenia’s Velvet Revolution, toppled his predecessor in 2018. On taking power, he promised to revamp the economy and fight corruption, earning strong popular support.

– Pashinyan came under heavy domestic pressure in 2020 after agreeing to a Russian-brokered ceasefire that ended a 44-day war between ethnic Armenian and Azerbaijani forces over Nagorno-Karabakh. Azerbaijan scored a comprehensive victory, recapturing a third of the breakaway territory as well as seven surrounding districts. Pashinyan faced calls to resign, as angry crowds protested in the capital Yerevan.

– Pashinyan has engaged in successive rounds of talks with Azerbaijani President Ilham Aliyev in search of a peace agreement between two countries. Earlier this year he made an important shift by recognising that Nagorno-Karabakh was part of Azerbaijan, thereby giving up any claim on it by Yerevan. But Azerbaijan rejected his demand for it to agree to protect the rights and security of Karabakh Armenians.

– Pashinyan’s relations with his main ally, Russia, have sharply worsened in recent months. He said that Moscow had not fulfilled its duties as a peacekeeper in Nagorno-Karabakh and took a series of steps that angered Russia. These included Armenia’s moves towards membership of the International Criminal Court – which has accused President Vladimir Putin of war crimes in Ukraine – and its hosting of a peacekeeping exercise with U.S. soldiers this month.

– Pashinyan said in an address to the nation on Tuesday that Azerbaijan’s new offensive in Karabakh was the start of “a specific operation of ethnic cleansing” and that Armenia would resist what he called attempts to draw it into a military escalation.

– Pashinyan is likely to come under fierce domestic pressure again if Azerbaijan takes back control of Nagorno-Karabakh. In his speech on Tuesday, he said that “calls for a coup d’etat are already being heard”, but did not present any evidence of an attempt to remove him.

China Accuses U.S. of Hacking Huawei Servers as Far Back as 2009

China accused the U.S. of infiltrating Huawei Technologies Co. servers beginning in 2009, part of a broad-based effort to steal data that culminated in tens of thousands of cyber-attacks against Chinese targets last year.

The Tailored Access Operations unit of the National Security Agency carried out the attacks in 2009, which then continuously monitored the servers, China’s Ministry of State Security said in a post on its official WeChat account on Wednesday. It didn’t provide details of attacks since 2009.

Cyberattacks are a point of tension between Washington and Beijing, which has accused its political rival of orchestrating attacks against Chinese targets ever since Edward Snowden made explosive allegations about U.S. spying. Washington and cybersecurity researchers have said the Asian country has sponsored attacks against the West.

The ministry’s accusations emerged as the two countries battle for technological supremacy. Huawei in particular has spurred alarm in Washington since the telecom leader unveiled a smartphone powered by an advanced chip it designed, which was made by Semiconductor Manufacturing International Corp. That’s in spite of years-long U.S. sanctions intended to cut Huawei off from the American technology it needs to design sophisticated chips and phones.

The U.S. has been “over-stretching” the concept of national security with its clampdown on Chinese enterprises, Foreign Ministry spokeswoman Mao Ning told reporters at a regular press briefing in Beijing on Wednesday.

“What we want to tell the US is that suppression and containing of China will not stop China’s development. It will only make us more resolved in our development,” Mao said. 

On Tuesday, US Commerce Secretary Gina Raimondo said she was “upset” when Huawei released the Mate 60 Pro during her visit to China last month, but noted the US has no evidence the Asian nation can make the advanced semiconductors powering the handset “at scale.”

Azerbaijan launches operation against Armenian forces in Nagorno-Karabakh

Azerbaijan’s defense ministry said Tuesday it had begun an “anti-terrorist” campaign in the disputed Nagorno-Karabakh region, as Armenian media and local authorities reported heavy bombardment of the regional capital of Stepanakert.

Two civilians, including a child, were killed, and 11 people were injured, amid shelling by the Azerbaijan military, according to Gegham Stepanyan, the Ombudsman in Nagorno-Karabakh.

Nagorno-Karabakh, an ethnic Armenian enclave that is internationally recognized as part of Azerbaijan, has been the cause of two wars between the neighbors in the past three decades, most recently in 2020.

Tensions have been simmering around the region for months, after Azerbaijani troops blockaded the Lachin corridor in December, cutting off the only road connecting Nagorno-Karabakh to Armenia and preventing the import of food to its roughly 120,000 inhabitants.

Russian peacekeepers, who deployed to Nagorno-Karabakh under the terms of the 2020 ceasefire, have been tasked with preventing a fresh conflict breaking out. But Moscow has been accused of being unable or unwilling to intervene to protect Armenia, its long-term ally, in the face of continuing aggression from Azerbaijan.

The Azerbaijani defense ministry demanded in a statement Tuesday “the complete withdrawal of ethnic Armenian troops and the dissolution of the government in Stepanakert.”

“The only way to achieve peace and stability in the region is the unconditional and complete withdrawal of the Armenian armed forces from the Karabakh region of Azerbaijan and the dissolution of the puppet regime,” it said.

“As part of local anti-terrorist measures carried out in the Karabakh region of Azerbaijan, regular long-term firing points and military installations of the Armenian armed forces were destroyed by precise strikes by units of the Azerbaijan Army,” the ministry added.

The ministry claimed its army had come under “systematic shelling” from Armenia’s armed forces, adding that its action was designed to “neutralize their military infrastructure” and “ultimately restore the constitutional order of the Republic of Azerbaijan.”

“Only legitimate military targets are being incapacitated,” it added.

It said Armenia had fortified its positions, “bringing units to a high level of combat readiness,” and that mines had been planted in previously de-mined areas. The ministry also claimed one Azeri vehicle had struck a mine and two civilians had been killed.

But Armenia’s foreign ministry rejected claims that the Armenian army was in Nagorno-Karabakh.

“Armenia’s assistance to Nagorno-Karabakh is of a humanitarian nature, the need for which is further confirmed by the humanitarian crisis caused by the illegal blockade of the Lachin corridor,” it said in a statement.

Armenian news agency Armenpress reported that Nagorno-Karabakh’s army, which is not part of Armenia’s armed forces, is “displaying ‘resolute resistance’ to the Azeri military’s attempts to advance.”

Armenian Prime Minister Nikol Pashinyan has convened a meeting of the Armenian Security Council against the backdrop of the situation in Karabakh.

Armenia’s defense ministry wrote on X, formerly known as Twitter, to deny Azerbaijan’s claims that Armenian forces had opened fire on Azeri combat outposts.

Armenian news agency Armenpress said the city of Stepanakert City was under heavy Azerbaijani bombardment, and that mobile and internet connection had been disrupted.

“Recently, the Azerbaijani side has been carrying out daily troop transfers and stockpiling of various weapons, which were accompanied by intensive information and propaganda activities, preparing the ground for large-scale aggression against Artsakh,” the Foreign Ministry of Artsakh – the local term for Nagorno-Karabakh – said in a statement.

“Now we are witnessing how Azerbaijan, in order to implement its policy of genocide, is moving towards the physical destruction of the civilian population and the destruction of civilian objects.”

CNN has been unable to verify the claims of either side in the conflict.

The previous war, which ended in a crushing defeat for the de-facto Nagorno-Karabakh state backed by Armenia’s government, lasted 44 days, before a Moscow-brokered ceasefire ended the conflict.

The deal provided for around 2,000 Russian peacekeepers to deploy to Nagorno-Karabakh to guard the Lachin corridor. But Russia’s peacekeepers did not prevent Azerbaijani troops from establishing a military checkpoint along the corridor, stopping the import of food to the enclave.

Earlier this month, Pashinyan said Azerbaijan had concentrated troops on the border with Armenia and the dividing line with Nagorno-Karabakh, and warned of a possible escalation.

“Over the past week, the military-political situation in our region has deteriorated significantly,” Pashinyan said. “The reason is that Azerbaijan has been accumulating troops along the contact line of Nagorno-Karabakh and the Armenian-Azerbaijani border for several days now.”

The European Union’s High Representative for Foreign Affairs Josep Borrell condemned the attack, saying “military escalation should not be used as a pretext to force the exodus of the local population.”

The French Foreign Ministry also slammed Azerbaijan’s aggression and said it had called for a UN Security Council meeting “to be urgently convened.”

Pashinyan’s told Armenpress that he had spoken with US Secretary of State Antony Blinken and French President Emmanuel Macron about the unfolding crisis, saying that “both sides emphasized the unacceptability of the use of force and noted the need to use international mechanisms for de-escalation.”

The Russian Foreign Ministry said it was deeply alarmed by the sharp escalation in the region.

“(The) Russian side urges the conflicting parties to stop the bloodshed, immediately cease hostilities and return to the path of political and diplomatic settlement,” foreign ministry spokeswoman Maria Zakharova said Tuesday, claiming the Russian peacekeeping contingent “continues to fulfill its tasks.”

Kremlin spokesperson Dmitry Peskov also expressed “concern about the sharp escalation of tensions and the outbreak of hostilities,” and called for Armenia and Azerbaijan to adhere to the tripartite agreements signed after the war in 2020.

But Pashinyan criticized Russia for not alerting his government about Azerbaijan’s plans to launch military action.

“We haven’t received any information from our partners in Russia about that operation,” Pashinyan was quoted by Armenpress as saying, describing this as “strange and perplexing.”

“Azerbaijan has essentially launched the ground operation to subject the Armenians of Nagorno-Karabakh to ethnic cleansing,” Pashinyan said. “We believe that the Russian peacekeeping forces should first of all take measures, and second of all we expect the UN Security Council to take measures as well.”

Oil Prices Hit 10 Month Highs As Azerbaijan Military Action Threatens New War

Oil prices rose for yet another day early on Tuesday, with Brent hitting $95 per barrel, as Azerbaijan said it had launched “anti-terrorist” operations in the Nagorno-Karabakh region with mostly Armenian population.

The Azerbaijan-Armenia tensions have been rising in recent months after Azerbaijan imposed a blockade on the ethnic Armenian region also known as Artsakh by Armenians but internationally recognized as part of Azerbaijan.

Last week, for the first time in three months, Nagorno-Karabakh received aid via Azerbaijan’s Aghdam route, while Azerbaijan continues to block the Lachin corridor connecting the region to Armenia.

Today, Azerbaijan’s defense ministry said that “local anti-terrorist activities have been launched” “to disarm and secure the withdrawal of formations of Armenia’s armed forces from our territories, neutralize their military infrastructure.” Azerbaijan said Armenia’s armed forces targeted a vehicle with a land mine, killing two civilians.

Armenia, for its part, accused Azerbaijan of spreading false information in claiming that there are Armenian military, equipment and personnel in Nagorno-Karabakh. As of 2 p.m. local time on Tuesday, “the situation on the borders of the Republic of Armenia is relatively stable,” Armenia’s ministry of defense said.

Azerbaijan is an oil and gas producer and exporter and is part of the OPEC+ alliance of producers as a non-OPEC participant in the group currently withholding oil supply to the market.

While tensions in the restive Azerbaijan-Armenia region rise, oil prices were also up on Tuesday morning ET, with Brent topping $95 per barrel, the highest in 10 months, and WTI Crude up by 1.3% at $92.50.

“A 15% rally in the space of around three weeks to trade at levels not seen since last November and not far from triple figures, it’s been an impressive move and there could be more to come,” Craig Erlam, senior market analyst at OANDA, wrote in a note on Monday.
