After 32 years, the de facto independence of the Republic of Nagorno-Karabakh is reaching its end.

The tense and often-violated ceasefire that had governed the region since the end of the 2020 Second Karabakh War was overwhelmingly violated by Azerbaijan around 1pm local time on Tuesday. Azerbaijani military units, which had been gathering near the line of contact in Nagorno-Karabakh and on the borders of Armenia for weeks, launched a massive assault across all areas of the Nagorno-Karabakh frontline.

Artillery, precision missile strikes and airstrikes struck the beleaguered units of the Artsakh Defence Army, as the breakaway region’s military forces are known, while Azerbaijani infantry launched an offensive on the ground.

24 hours later, it was all over. Weakened by nine months of siege and starvation, without any supply lines to the outside world and hopelessly outmatched by Azerbaijan’s modern military, the president of the Republic of Artsakh, Samvel Shahramanyan, announced that his government had accepted the demands of Azerbaijani President Ilham Aliyev. The Artsakh Defence Army would be dissolved, its weapons would be handed over, and the region would, finally and definitively, come under Azerbaijani control.

In a sense, all of this was expected. Nagorno-Karabakh and its ally, Armenia, had suffered a devastating defeat in the 2020 war. Much of Nagorno-Karabakh had been captured – around 75% of the lands held by Karabakh Armenians before 2020 were conquered by Azerbaijan or ceded to them in the ceasefire agreement. The Armenian army, reeling from its losses, had been forced out of the conflict, left struggling to repel even the Azerbaijani incursions into Armenia itself.

The nine months of Azerbaijani blockade that began in December 2022 had been met with indifference from the international community, with ‘urges’ and ‘calls’ for Azerbaijan to reopen the Lachin Corridor – Nagorno-Karabakh’s single lifeline to the outside world – but no consequences when Azerbaijan refused to do so, ignoring even the International Court of Justice ruling on the matter.

The Russian peacekeeping mission, entrusted with ensuring that road remained open and active, similarly demurred from any real attempts to unblock it. Aliyev clearly read these signals – that there would be no consequences for violating yet another tenet of the 2020 ceasefire – and sent his army in for the kill.

Massive casualties

At the time of writing, so much is still unclear. The 24-hour war involved massive casualties: Nagorno-Karabakh’s authorities have confirmed over 200 dead and 400 wounded from their side, a number that is sure to rise as more bodies are found, while Azerbaijani social media reports place the number of Azerbaijan casualties at over 150.

What exactly happens next is anyone’s guess, including the people of Nagorno-Karabakh themselves. In the wake of the Azerbaijani assault and subsequent capture of numerous villages and key roads, tens of thousands of the region’s 120,000 inhabitants have been displaced. Stepanakert is overrun, with every public building hosting dozens of families; the city’s airport, the site of the main Russian peacekeeping base, is an even more dire site, with thousands of civilians now encamped there in the open air, having fled from the Azerbaijani soldiers who captured their villages.

Other areas are entirely isolated: the towns of Martuni and Martakert, Nagorno-Karabakh’s second- and third-largest settlements, are surrounded by Azerbaijani forces, their populations unable to escape and with little known about their condition. 

In this near-total information blackout, with no independent media access and limited internet connectivity, rumors of Azerbaijani atrocities have spread. One woman claimed that Azerbaijani troops had beheaded her three young children in front of her; another said that the same had happened to a Karabakh Armenian soldier. A woman named Sofik, from the Karabakh village of Sarnaghbyur, described in video testimony how Azerbaijani artillery bombardment of her village had killed at least five children and wounded 13 more.

There is little verification or ability to confirm these claims, but there is ample precedent for them: Azerbaijani troops have previously filmed themselves beheading elderly Karabakh Armenian civilians, have executed groups of POWs, and indiscriminately bombarded Karabakh settlements. In the coming days, videos of atrocities committed over the past few days are likely to come to light.

The ultimate fate of the population of Nagorno-Karabakh is similarly unclear. While Azerbaijani officials have said that civilians will be allowed to stay there unharmed, few, if any, of the locals believe them.

Armenian Prime Nikol Pashinyan stated in a speech on Thursday that a mass evacuation was “not plan A nor plan B,” and that he hoped the Karabakh Armenians would still be able to live a “safe and dignified” life there, but that Armenia was ready and able to accept 40,000 families if the need arose.

More despair than revolution

The view of Nagorno-Karabakh’s residents is a sharply different one. Ashot Gabrielyan, a local teacher who has documented life in Nagorno-Karabakh under the blockade, summed up the local community’s views in an Instagram post on Friday. “We, the people in Artsakh, need a humanitarian corridor to leave [to Armenia],” he wrote. “We are not ready to live with a country [Azerbaijan] which starved us, then killed us. We NEED to leave.”

The catastrophic situation has understandably led to political unrest in Armenia itself. On Tuesday night, as the Azerbaijani offensive into Nagorno-Karabakh was still going strong, thousands gathered in Yerevan’s Republic Square, a common spot for demonstrations in the capital. The clashes reached a rare level of violence, with police deploying stun grenades against the crowd at one point; 16 policemen and 18 civilians were wounded in the event.

But the mood was more despair than revolution. While many of those in attendance demanded the resignation of the government, few had any suggestions for what should be done differently.

“Nikol [Pashinyan] led us to this horrible situation, this catastrophe,” said Tigran, one of those in attendance. “He must resign.” Another attendee, Daniella, a 20-year old student from Nagorno-Karabakh, had a different take. “I don’t know what [the government] can even do [about this],” she said. “My family are still there [in Karabakh] and I’m very worried for them, but I don’t know that violence here [in Yerevan] will help anything,” she said.

The public paralysation is exacerbated by Russia, which has come out staunchly against the Armenian government and sought to pin the entire blame for the present tragedy in Nagorno-Karabakh on Pashinyan. A series of Kremlin media guidelines for Russian state media was leaked to the Russian opposition outlet Meduza, in which Russian government publications are instructed to blame the Azerbaijani assault on “Armenia and its Western partners”.

Mass public outrage at Russia and its absent peacekeepers in both Armenia and Nagorno-Karabakh has been fanned further by posts by top Russian propagandists such as Margarita Simonyan and Vladimir Solovyov, who shared identical Telegram posts suggesting that Armenians should overthrow the Pashinyan government.

Armenian journalist Samson Martirosyan summed up the mood succinctly in a Twitter post. “Most people in Armenia don’t know what to do, caught between Pashinyan and [the] opposition. By going to protests, you would stir up chaos, which serves Russia and Azerbaijan. Not going would mean silently agreeing with Pashinyan’s disastrous policies,” Martirosyan wrote.

Meanwhile, the 120,000 inhabitants of Nagorno-Karabakh await the outcome of the surrender negotiations currently taking place between their leadership and that of Azerbaijan in the Azerbaijani city of Yevlakh.

There are few reasons for optimism: Nagorno-Karabakh presidential advisor David Babayan said on Friday that there were “no concrete results” from Baku on either security guarantees for the population of Karabakh or regarding amnesty for its soldiers and leaders, all of whom Azerbaijan regards as criminals and terrorists.

The Azerbaijani army currently sits at the entrances to Stepanakert, poised to enter. It is difficult to imagine the scenes that will result when that happens.

Search operations for servicemen and civilians who died and for those who are considered missing since the military operations have been ongoing in the entire territory of Artsakh (Nagorno-Karabakh) since September 21, reports the Artsakh State Service for Emergency Situations.

On September 21, a dead body of a civilian was found in Stepanakert, capital of Artsakh.

On September 22, a wounded serviceman was found and evacuated from Ghaybalishen village of Shushi region, and the body of two fallen servicemen in Charektar village.

On September 23, a total of 68 dead bodies were retrieved, four of which were civilians—two children and an elderly couple—from Sarnaghbyur village of Askeran region.

On the same day, two persons were found in Nakhijevanik and Sarushen villages; their lives are not in danger.

And on September 24, a total of 34 dead bodies were retrieved, and three civilians were found in Shosh village of Askeran region.

“The United States continues to support Armenia as it advances a dignified and durable peace in the region. The United States is deeply concerned about reports on the humanitarian conditions in Nagorno-Karabakh and calls for unimpeded access for international humanitarian organizations and commercial traffic,” the aforesaid embassy added.

The same day that Azerbaijan celebrated the surrender of separatist Armenian fighters in Nagorno-Karabakh, many in the breakaway region’s capital spent the evening throwing stacks of paper onto a fire.

“One of the main things that people were doing in Stepanakert was burning all the possible documentation that could become evidence for the Azerbaijani authorities that they personally were part of the de facto government,” Olesya Vartanyan, Crisis Group’s senior analyst for the South Caucasus, told CNN.

“They believe that this could lead to their persecution,” she said.

There is little verification or ability to confirm these claims, but there is ample precedent for them: Azerbaijani troops have previously filmed themselves beheading elderly Karabakh Armenian civilians, have executed groups of POWs, and indiscriminately bombarded Karabakh settlements. In the coming days, videos of atrocities committed over the past few days are likely to come to light.

The ultimate fate of the population of Nagorno-Karabakh is similarly unclear. While Azerbaijani officials have said that civilians will be allowed to stay there unharmed, few, if any, of the locals believe them.

Armenian Prime Nikol Pashinyan stated in a speech on Thursday that a mass evacuation was “not plan A nor plan B,” and that he hoped the Karabakh Armenians would still be able to live a “safe and dignified” life there, but that Armenia was ready and able to accept 40,000 families if the need arose.

More despair than revolution

The view of Nagorno-Karabakh’s residents is a sharply different one. Ashot Gabrielyan, a local teacher who has documented life in Nagorno-Karabakh under the blockade, summed up the local community’s views in an Instagram post on Friday. “We, the people in Artsakh, need a humanitarian corridor to leave [to Armenia],” he wrote. “We are not ready to live with a country [Azerbaijan] which starved us, then killed us. We NEED to leave.”

The catastrophic situation has understandably led to political unrest in Armenia itself. On Tuesday night, as the Azerbaijani offensive into Nagorno-Karabakh was still going strong, thousands gathered in Yerevan’s Republic Square, a common spot for demonstrations in the capital. The clashes reached a rare level of violence, with police deploying stun grenades against the crowd at one point; 16 policemen and 18 civilians were wounded in the event.

But the mood was more despair than revolution. While many of those in attendance demanded the resignation of the government, few had any suggestions for what should be done differently.

“Nikol [Pashinyan] led us to this horrible situation, this catastrophe,” said Tigran, one of those in attendance. “He must resign.” Another attendee, Daniella, a 20-year old student from Nagorno-Karabakh, had a different take. “I don’t know what [the government] can even do [about this],” she said. “My family are still there [in Karabakh] and I’m very worried for them, but I don’t know that violence here [in Yerevan] will help anything,” she said.

The public paralysation is exacerbated by Russia, which has come out staunchly against the Armenian government and sought to pin the entire blame for the present tragedy in Nagorno-Karabakh on Pashinyan. A series of Kremlin media guidelines for Russian state media was leaked to the Russian opposition outlet Meduza, in which Russian government publications are instructed to blame the Azerbaijani assault on “Armenia and its Western partners”.

Mass public outrage at Russia and its absent peacekeepers in both Armenia and Nagorno-Karabakh has been fanned further by posts by top Russian propagandists such as Margarita Simonyan and Vladimir Solovyov, who shared identical Telegram posts suggesting that Armenians should overthrow the Pashinyan government.

Armenian journalist Samson Martirosyan summed up the mood succinctly in a Twitter post. “Most people in Armenia don’t know what to do, caught between Pashinyan and [the] opposition. By going to protests, you would stir up chaos, which serves Russia and Azerbaijan. Not going would mean silently agreeing with Pashinyan’s disastrous policies,” Martirosyan wrote.

Meanwhile, the 120,000 inhabitants of Nagorno-Karabakh await the outcome of the surrender negotiations currently taking place between their leadership and that of Azerbaijan in the Azerbaijani city of Yevlakh.

There are few reasons for optimism: Nagorno-Karabakh presidential advisor David Babayan said on Friday that there were “no concrete results” from Baku on either security guarantees for the population of Karabakh or regarding amnesty for its soldiers and leaders, all of whom Azerbaijan regards as criminals and terrorists.

The Azerbaijani army currently sits at the entrances to Stepanakert, poised to enter. It is difficult to imagine the scenes that will result when that happens.

Search operations for servicemen and civilians who died and for those who are considered missing since the military operations have been ongoing in the entire territory of Artsakh (Nagorno-Karabakh) since September 21, reports the Artsakh State Service for Emergency Situations.

On September 21, a dead body of a civilian was found in Stepanakert, capital of Artsakh.

On September 22, a wounded serviceman was found and evacuated from Ghaybalishen village of Shushi region, and the body of two fallen servicemen in Charektar village.

On September 23, a total of 68 dead bodies were retrieved, four of which were civilians—two children and an elderly couple—from Sarnaghbyur village of Askeran region.

On the same day, two persons were found in Nakhijevanik and Sarushen villages; their lives are not in danger.

And on September 24, a total of 34 dead bodies were retrieved, and three civilians were found in Shosh village of Askeran region.

The same day that Azerbaijan celebrated the surrender of separatist Armenian fighters in Nagorno-Karabakh, many in the breakaway region’s capital spent the evening throwing stacks of paper onto a fire.

“One of the main things that people were doing in Stepanakert was burning all the possible documentation that could become evidence for the Azerbaijani authorities that they personally were part of the de facto government,” Olesya Vartanyan, Crisis Group’s senior analyst for the South Caucasus, told CNN.

“They believe that this could lead to their persecution,” she said.

Futures muted on lingering concerns over elevated rates

U.S. stock index futures were lackluster on Monday as concerns over interest rates staying higher for longer kept the 10-year Treasury yield buoyant, while investors awaited economic data and Federal Reserve policymakers’ remarks throughout the week.

The S&P 500 (.SPX) and the Nasdaq (.IXIC) registered their largest weekly percentage drop since March on Friday, as benchmark Treasury yields hit multi-year highs while investors digested the Fed’s hawkish outlook revisions.

The three benchmark indexes, including the Dow (.DJI), were also eyeing their first quarterly declines so far this year heading into the last days of the September quarter.

Just a few days after the Fed’s decision to let its key rate stand and likely keep restrictive policy in place for longer than previously anticipated, some policymakers warned of further hikes as they doubt if the inflation battle is over.

Uncertainty around the trajectory for interest rates, including a potential hike by year-end and expectations for fewer cuts next year, have pushed the 10-year Treasury yield to a 16-year high, hurting growth stocks.

Alphabet (GOOGL.O), Nvidia (NVDA.O), Tesla (TSLA.O) and Meta Platforms (META.O) remained under pressure on Monday, losing between 0.3% and 0.6% in premarket trading.

Investors will now monitor data on durable goods and the Fed’s preferred inflation gauge Personal Consumption Expenditures (PCE) price index for August, second-quarter GDP, and remarks by Fed policymakers including Chair Jerome Powell through the course of the week.

Traders’ bets on the benchmark rate remaining unchanged in November and December stood at 74% and 59%, respectively, according to CME’s FedWatch tool.

“Powell’s hawkish tone at last week’s FOMC meeting was backed by similar comments from other Fed officials on Friday, dampening hopes of a quick end to restrictive policy even if rates have peaked,” said Raffi Boyadjian, lead investment analyst at brokerage XM.

Investors also assessed other risks including high oil prices, a resumption of student loan payments in October and a government shutdown that is set to begin if lawmakers are unable to pass a budget by Sept. 30.

At 7:03 a.m. ET, Dow e-minis were down 13 points, or 0.04%, S&P 500 e-minis were down 1.75 points, or 0.04%, and Nasdaq 100 e-minis were down 11 points, or 0.07%.

Media firms Warner Bros Discovery (WBD.O), Paramount Global (PARA.O), Netflix (NFLX.O) and Walt Disney (DIS.N) gained between 0.8% and 1.6% after Hollywood’s writers union reached a preliminary labor agreement with major studios on Sunday, a deal expected to end one of two strikes that have halted most film and television production.

HP Inc (HPQ.N) dipped 2.7% after Warren Buffett’s Berkshire Hathaway (BRKa.N) sold nearly 4.8 million shares of the PC maker.

Footwear maker Nike (NKE.N) and sportswear retailer Foot Locker <FL.N> lost 1.3% and 2.7% after Jefferies downgraded both the stocks to “hold” from “buy”.

U.S.-listed shares of Chinese firm
dipped ahead of a week-long holiday in the world’s second largest economy. Shares of Alibaba , PDD Holdings (PDD.O), Baidu and JD.com fell between 1.2% and 2.9%.

Exclusive: U.S. exploring potential space force hotline with China, U.S. commander says

The United States Space Force has had internal discussions about setting up a hotline with China to prevent crises in space, U.S. commander General Chance Saltzman told Reuters on Monday.

The chief of space operations said a direct line of communication between the Space Force and its Chinese counterpart would be valuable in de-escalating tensions but that the U.S. had not yet engaged with China to establish one.

“What we have talked about on the U.S. side at least is opening up a line of communication to make sure that if there is a crisis, we know who we can contact,” Saltzman said, adding that it would be up to President Joe Biden and the State Department to take the lead on such discussions.

The comments come as the U.S. Space Force looks into establishing a branch in Japan, as China’s military ambitions in the Indo-Pacific unnverve its neighbours and the war in Ukraine spotlights the importance of space capabilities in warfare.

Japan has been especially concerned about Taiwan and any lessons China may have drawn from Russia’s invasion of Ukraine a year ago. China, which views democratically governed Taiwan as its own territory, has not renounced the use of force to bring the island under Beijing’s control.

Saltzman, who held talks with top Japanese defence officials in Tokyo on Monday, confirmed that the space force was exploring the potential establishment of a local headquarters in Japan.

He did not elaborate on the location or the purpose it would serve, but did say it could look similar to a branch established in South Korea in November last year.

Saltzman added that deeper cooperation with like-minded countries including Japan would be crucial in being able to monitor and understand activity in the space domain to deter China and counter ‘grey zone activities’ such as jamming satellite signals.

“We have to be able to have those indications and warnings and see what they’re doing and call them on the intent. Just being hypersensitive so we don’t fall prey to grey zone activities,” Saltzman said.

The U.S. Space Force, founded in 2019, also does not have a direct line of communication with its Russian counterpart.

Molotov cocktails thrown at Cuban embassy in Washington

An assailant attacked the Cuban embassy in Washington with two Molotov cocktails on Sunday night, Cuba’s Foreign Minister Bruno Rodriguez Parrilla said on X, adding that nobody was hurt.

The attack occurred just hours after Cuba’s leader Miguel Díaz-Canel returned to the island, having attended events at the United Nations in New York last week.

The embassy reopened in 2015 when the countries restored diplomatic ties severed since 1961. Rodriguez said shots had also been fired at the building from a rifle in a previous attack in 2020.

“Anti-Cuban groups turn to terrorism when they feel impunity, something Cuba has repeatedly warned US authorities about,” Rodriguez said on his X account.

Earlier this month U.S. and Cuban officials made progress on a range of issues during high-level talks in Washington. Cuba’s main concerns are that it remains on the U.S. list of state sponsors of terrorism and the Biden administration’s continuation of Washington’s Cold War-era economic embargo.

Kosovo police enter northern village after shootout with gunmen killed four

Kosovar police units in armoured vehicles moved in to secure and search a village in north Kosovo on Monday, a day after four people were killed in a shootout there between police and ethnic Serb gunmen in the restive region.

The gunmen stormed the village of Banjska on Sunday, battling police and barricading themselves into a Serbian Orthodox monastery. Police retook the monastery late on Sunday, after three attackers and one police officer were killed.

The armed police units searched houses in the village on Monday, looking for any gunmen who had not fled, a police source told Reuters. The village was still sealed off to journalists on Monday morning.

Ethnic Albanians make up a majority of Kosovo’s 1.8 million people. But some 50,000 Serbs in the north of the former Serbian province do not accept Kosovo’s 2008 declaration of independence and see Belgrade as their capital, more than two decades after a Kosovo Albanian guerrilla uprising against Serbian rule.

Kosovo declared Monday a day of mourning after the police officer was killed.

Kosovo Prime Minister Albin Kurti has blamed Serbia for financing and sending armed men to Kosovo.

Serbian President Aleksandar Vucic has denied the allegations blaming Kurti for inciting violence by refusing to form an association of Serb municipalities to give more autonomy to Serbs and by launching frequent police actions in the north.

Josep Borrell, foreign policy chief of the European Union, which has sponsored dialogue since 2013 seeking to normalise ties between Serbia and Kosovo, spoke to both Kurti and Vucic on Sunday.

Tensions have been running high since clashes in northern Kosovo in May when more than 90 NATO peacekeeping soldiers and some 50 Serb protesters were injured in northern Kosovo.

While ethnic Albanians form more than 90% of the population in Kosovo, Serbs are a majority in its northern region and have long demanded the implementation of a EU-brokered 2013 deal to create an association of autonomous municipalities in the area.

New Artificial Intelligence Solutions Developed to Combat Wildfires


Wildfires fueled by climate change have ravaged communities from Maui to the Mediterranean this summer, killing many people, exhausting firefighters and fueling demand for new solutions. Enter artificial intelligence.

Firefighters and startups are using AI-enabled cameras to scan the horizon for signs of smoke. A German company is building a constellation of satellites to detect fires from space. And Microsoft is using AI models to predict where the next blaze could be sparked.

With wildfires becoming larger and more intense as the world warms, firefighters, utilities and governments are scrambling to get ahead of the flames by tapping into the latest AI technology — which has stirred both fear and excitement for its potential to transform life. While increasingly stretched first responders hope AI offers them a leg up, humans are still needed to check that the tech is accurate.

California’s main firefighting agency this summer started testing an AI system that looks for smoke from more than 1,000 mountaintop camera feeds and is now expanding it statewide.

The system is designed to find “abnormalities” and alert emergency command centers, where staffers will confirm whether it’s indeed smoke or something else in the air.

“The beauty of this is that it immediately pops up on the screen and those dispatchers or call takers are able to interrogate that screen” and determine whether to send a crew, said Phillip SeLegue, staff chief of intelligence for the California Department of Forestry and Fire Protection.

The cameras, part of a network that workers previously had to watch, provide billions of bytes of data for the AI system to digest. While humans still need to confirm any smoke sightings, the system helps reduce fatigue among staffers typically monitoring multiple screens and cameras, alerting them to look only when there’s possible fire or smoke, SeLegue said.

It’s already helped. A battalion chief got a smoke alert in the middle of the night, confirmed it on his cellphone and called a command center in San Diego to scramble first responders to the remote area.

The dispatchers said that if they hadn’t been alerted, the fire would have been much larger because it likely wouldn’t have been noticed until the next morning, SeLegue said.

San Francisco startup Pano AI takes a similar approach, mounting cameras on cell towers that scan for smoke and alert customers, including fire departments, utility companies and ski resorts.

The cameras use computer vision machine learning, a type of AI.

“They’re trained very specifically to detect smoke or not, and we train them with images of smoke and images of not smoke,” CEO Sonia Kastner said.

The images are combined with feeds from government weather satellites that scan for hotspots, along with other data sources, such as social media posts.

The technology gets around one of the main problems in the traditional way of detecting wildfires — relying on 911 calls from passers-by that need confirmation from staffers before crews and water-dropping planes can be deployed.

“Generally, only one in 20 of these 911 calls are actually a wildfire. Even during fire season, it might be a cloud or fog or a barbecue,” Kastner said.

Pano AI’s systems do still rely on final confirmation, with managers playing a time lapse of the camera feed to ensure it’s smoke rising.

For fighting forest fires, “technology is becoming really essential,” said Larry Bekkedahl, senior vice president of energy delivery at Portland General Electric, Oregon’s largest utility and a Pano AI customer.

Utility companies sometimes play a role in sparking wildfires, when their power lines are knocked down by wind or struck by falling trees. Hawaii’s electric utility acknowledged that its power lines started a devastating blaze in Maui this summer after apparently being downed by high winds.

PGE, which provides electricity to 51 cities in Oregon, has deployed 26 Pano AI cameras, and Bekkedahl said they have helped speed up response and coordination with emergency services.

Previously, fire departments were “running around looking for stuff and not even really knowing exactly where it’s at,” he said. The cameras help detect fires quicker and get teams on the ground faster, shaving up to two hours off response times.

“That’s significant in terms of how fast that fire can can spread and grow,” Bekkedahl said.

Using AI to detect smoke from fires “is relatively easy,” said Juan Lavista Ferres, chief data scientist at Microsoft.

“What is not easy is to have enough cameras that cover enough places,” he said, pointing to vast, remote areas in northern Canada that have burned this summer.

Ferres’ team at Microsoft has been developing AI models to predict where fires are likely to start. They have fed the model with maps of areas that burned previously, along with climate and geospatial data.

The system has its limitations — it can’t predict random events like a lightning strike. But it can sift through historical weather and climate data to identify patterns, such as areas that are typically drier. Even a road, which indicates people are nearby, is a risk factor, Ferres said.

“It’s not going to get it all perfectly right,” he said. “But what it can do is it can build a probability map (based on) what happened in the past.”

The technology, which Microsoft plans to offer as an open-source tool, can help first responders trying to figure out where to focus their limited resources, Ferres said.

Another company is looking to the heavens for a solution. German startup OroraTech analyzes satellite images with artificial intelligence.

Taking advantage of advances in camera, satellite and AI technology, OroraTech has launched two mini satellites about the size of a shoebox into low orbit, about 550 kilometers above Earth’s surface. The Munich-based company has ambitions to send up eight more next year and eventually put 100 into space.

As wildfires swept central Chile this year, OroraTech said it provided thermal images at night when aerial drones are used less frequently.

Weeks after OroraTech launched its second satellite, it detected a fire near the community of Keg River in northern Alberta, where flames burned remote stretches of boreal forest repeatedly this summer.

“There are algorithms on the satellite, very efficient ones to detect fires even faster,” CEO Thomas Gruebler said.

The AI also takes into account vegetation and humidity levels to identify flare-ups that could spawn devastating megafires. The technology could help thinly stretched firefighting agencies direct resources to blazes with the potential to cause the most damage.

“Because we know exactly where the fires are, we can see how the fires will propagate,” Gruebler said. “So, which fire will be the big fire in one day and which will stop on their own.”

2906 forcibly displaced persons from Nagorno-Karabakh have arrived in Armenia


As of Monday morning, 2906 forcibly displaced persons from Nagorno-Karabakh have arrived in Armenia.

2,100 of them have already been registered, the needs assessment for 794 is in process.

Out of 2,100 registered, about 1,000 people went to their preferred laces of residence, and the government provided the other 1,100 with accommodation.

The flow of forcibly displaced persons continued throughout the night.
