Электричество из Канады, разрешения из Олбани: где в моратории Хокул появляется место для политического торга


В штате Нью-Йорк дорогая электроэнергия, растущий риск дефицита мощности и очередь дата-центров, готовых инвестировать миллиарды долларов.

Казалось бы, решение очевидно: разрешить компаниям строить дата-центры вместе с новыми электростанциями, подстанциями и линиями передачи — за их собственный счёт.

Но администрация губернатора Кэти Хокул выбрала более традиционный для Олбани путь: сначала остановить часть проектов, затем создать новые правила, фонды, формулы, общественные соглашения и список тех, кому государство всё-таки разрешит двигаться дальше.

Именно здесь начинается главный вопрос: Хокул защищает жителей от повышения тарифов — или создаёт новый рынок разрешений и политического влияния?

Электричество в Нью-Йорке уже стоит дорого

По данным федерального Управления энергетической информации, в апреле 2026 года жители Нью-Йорка в среднем платили 29,45 цента за киловатт-час. Средний показатель по США составлял 18,83 цента. За год цена в Нью-Йорке выросла с 25,69 цента.

То есть электричество для жителей штата было примерно на 56% дороже среднего американского уровня.

Здесь необходимо уточнение: бытовое электричество освобождено от 4-процентного налога штата с продаж, хотя отдельные города, округа и школьные районы могут взимать местный налог. Поэтому объяснять всю разницу одним «налогом Хокул на электричество» было бы неточно. Высокая конечная цена складывается из стоимости генерации, передачи, распределения, инфраструктуры, регуляторных требований, местных сборов и налоговой нагрузки на саму энергетическую систему.

Но вместо быстрого увеличения предложения электроэнергии штат вводит годовую паузу.

В обычной экономике высокая цена означает: производите больше.

В экономике Олбани высокая цена означает: сначала создайте рабочую группу, чтобы выяснить, кому будет разрешено производить больше.

Канада может — Нью-Йорк пока обсуждает

В мае 2026 года начала коммерческую работу линия Champlain Hudson Power Express. Она доставляет гидроэнергию Hydro-Québec из Канады непосредственно в Нью-Йорк-Сити.

По официальным данным NYSERDA, импорт способен покрыть до 20% потребности именно города Нью-Йорка, а не всего штата. Электричество при этом производится не в США, а в Квебеке.

Получается любопытная модель:

  • канадскую электроэнергию Нью-Йорк принимает;
  • американские компании, готовые строить новую генерацию, получают мораторий;
  • после этого чиновники обещают разработать правила, по которым компаниям, возможно, разрешат сделать именно то, что они и так могли профинансировать.

Сатирически это можно назвать новой энергетической независимостью: розетка находится в Нью-Йорке, электростанция — в Канаде, а разрешение — в Олбани.

Что именно остановила Хокул

14 июля 2026 года Хокул подписала Executive Order No. 62. Указ приостанавливает выдачу ряда дискреционных разрешений DEC для новых и расширяемых дата-центров, если заявления не были признаны комплектными до даты указа. Пауза может продолжаться до завершения общего экологического исследования — до одного года.

Это не полный запрет на все дата-центры. Уже разрешённые проекты и заявления, успевшие получить статус complete, могут продолжаться.

И именно здесь появляется первая зона риска.

Кто успел пройти через дверь до её закрытия?

Статус «заявление комплектно» внезапно стал стоить огромных денег.

Поэтому общественность должна получить:

  • полный список всех заявок;
  • даты их подачи;
  • даты признания документов комплектными;
  • список проектов, освобождённых от моратория;
  • фамилии чиновников, принимавших соответствующие решения;
  • сведения о встречах компаний с администрацией и лоббистами.

Без этого невозможно установить, применялись ли одинаковые правила ко всем.

Коррупция здесь не доказана. Но когда один проект продолжает строительство, а другой теряет год, даже дата на одном административном документе превращается в актив стоимостью в миллионы долларов.

Федеральная и нью-йоркская цели похожи — методы разные

Федеральный Ratepayer Protection Pledge требует от крупнейших технологических компаний строить, приводить или покупать новую генерацию, оплачивать сетевые модернизации и платить за заказанную мощность даже тогда, когда она фактически не используется. По возможности компании должны создавать избыток энергии для общей сети.

Хокул на словах предлагает почти то же самое. Её собственный указ говорит, что крупные потребители должны платить справедливую долю или обеспечивать себя собственной энергией. Администрация также рассматривает обязанность дата-центров финансировать новую генерацию и аккумуляторы.

Поэтому прямого противоречия в конечной цели нет. И федеральная, и штатная политика заявляют: обычные жители не должны оплачивать электричество для AI-корпораций.

Противоречие заключается в механизме:

Федеральный подход: стройте новые американские мощности и полностью оплачивайте их.

Подход Хокул: остановитесь, пока штат решает, сколько вы должны заплатить, в какой фонд, через какой проект, с какими подрядчиками и какие дополнительные организации должны получить выгоду.

Первый механизм увеличивает предложение энергии.

Второй увеличивает количество государственных точек, через которые должен пройти инвестор.

А каждая новая точка согласования — это потенциальная точка политического давления.

Где именно появляется коррупционный риск

Индивидуальные общественные соглашения

Empire State Development должна создать Community Investment Framework. Муниципалитеты смогут требовать от компаний деньги на дороги, школы, childcare, инфраструктуру и другую местную помощь.

Сама идея разумна. Но пока нет окончательного ответа:

  • кто определяет сумму;
  • кто выбирает получателей;
  • смогут ли деньги получать частные nonprofit-организации;
  • будут ли все соглашения опубликованы;
  • смогут ли связанные с политиками структуры получать финансирование.

«Помощь сообществу» звучит благородно. Но без открытой формулы она может означать: разрешение получит тот, кто правильнее распределит деньги между правильными организациями.

Новый энергетический фонд

Хокул предлагает рассмотреть New York Grid Acceleration Fund. Дата-центры должны будут перечислять деньги на сеть и новую чистую генерацию.

Это может быть полезно. Но фонд означает, что чиновники или назначенные ими структуры будут выбирать:

  • какой энергетический проект финансировать;
  • какого девелопера поддержать;
  • кому предоставить контракт;
  • где купить землю;
  • какие технологии считать приемлемыми.

Чем меньше открытых конкурсов и единых критериев, тем больше возможностей для фаворитизма.

Профсоюзы и подрядчики

В указе прямо предусмотрены prevailing wage, project labor agreements и «место за столом» для организованного труда.

Защита зарплаты работников сама по себе не является коррупцией.

Однако если правила фактически закрывают рынок для независимых подрядчиков и направляют миллиардные контракты ограниченному кругу политически влиятельных организаций, возникает классическая схема взаимной поддержки: государственные решения дают контракты, а получатели контрактов поддерживают политическую систему, которая эти решения принимает.

Налоговые льготы как инструмент переговоров

Хокул намерена отменить sales-tax exemptions для крупнейших дата-центров.

Это может увеличить доходы бюджета. Но одновременно у Нью-Йорка существует система Industrial Development Agencies, предоставляющих частным компаниям льготы, включая освобождение от налога на недвижимость.

Поэтому необходимо исключить модель, при которой штат публично отменяет общую льготу, а затем индивидуально возвращает привилегии тем компаниям, которые успешно договорились с политическим руководством.

Что действительно нужно жителям

Жителям Нью-Йорка нужны не пресс-конференции о «самых сильных стандартах в стране», а три простых результата:

  1. Больше электроэнергии, произведённой в США.
  2. Более низкие и предсказуемые счета.
  3. Одинаковые правила для всех инвесторов.

Если дата-центр готов полностью оплатить новую электростанцию, подстанцию, линии и резервную мощность, государство должно объяснить, почему такой проект необходимо замораживать на год.

Экологические и водные требования необходимы. Но они должны быть заранее установленными, измеримыми и одинаковыми — а не предметом индивидуальных переговоров с губернаторской администрацией.

Итог

Пока нет доказательств, что Хокул ввела мораторий ради коррупционной выгоды. У штата существуют реальные проблемы с сетью, водой, тарифами и спекулятивными заявками.

Но выбранная модель создаёт опасную концентрацию полномочий.

Администрация получает возможность решать:

  • кто пройдёт через мораторий;
  • кто получит доступ к сети;
  • сколько компания должна заплатить;
  • кто получит общественные выплаты;
  • какие профсоюзы и подрядчики получат работу;
  • какие энергетические проекты будут профинансированы.

Это ещё не коррупция.

Но это именно та инфраструктура, на которой коррупция обычно чувствует себя лучше всего.

Нью-Йорку нужна дешёвая американская энергия. А пока штат предлагает канадское электричество, нью-йоркские тарифы и олбанские разрешения.

Как говорится, каждый производит то, что умеет.

Ukraine has knocked out 1/4 to 1/3 of Russian refinery capacity through drone strikes, and the Iran war has made everything much worse.

Russia cannot simply import its way out of this.

It lacks the specialized oil docking infrastructure to receive large fuel shipments, and the same engineers who would build that infrastructure are busy repairing what Ukraine keeps destroying.

Here is the detail that most people are missing: the price of crude oil right now is almost irrelevant.

What matters is the crack spread, the difference between the cost of crude and the cost of refined gasoline.

And there is a political dimension to fuel shortages that makes them uniquely dangerous for autocrats.

High gas prices are posted publicly at EVERY station, everyone sees them, everyone knows everyone else sees them, and that shared visibility destroys the illusion that keeps authoritarian governments stable.

Putin can retract a mobilization order, but he cannot conjure fuel from thin air.
