Zachary Flynn walked his purple and white single-speed bike up to Bike Plant hoping for good news.
“I was biking up Bedford, and a delivery guy kind of cut in front without looking,” Flynn said. “Thankfully, we’re both okay, but now my front wheel is not exactly moving.” After a quick look and brake adjustment from one of the mechanics, Flynn happily hopped back on the bike in less than three minutes.
Flynn, who lives in Bed-Stuy near the Crown Heights border, is a repeat customer at the bike shop. “When I’ve gotten flats around here, I’ve come here to get a change, and the people are always really kind, really helpful, it’s really good service,” he said.
The shop has been serving the community for a few years now, but a recent change sets them apart from almost all NYC businesses. In January, Bike Plant switched from one owner to a worker-owned model.
The shop, which first opened April 1, 2021 at 175 Tompkins Ave., marked their new transition on Jan. 30 with a ribbon cutting ceremony attended by NYC Small Business Services Commissioner Dynishal Gross, state Sen. Jabari Brisport, Council Member Chi Ossé and other members of the community. The new group of owners cut a ribbon made of bike chain with a pair of bolt cutters.

Six months later, Bike Plant is wrapping up another busy summer — its first as a worker-owned business — and the shop’s owners say they’re still adjusting to the new structure while keeping up with a steady stream of customers.
When asked what’s been going well since making the switch, worker-owner Sean Patterson gestured to the door.
“We’re constantly busy,” Patterson said. “We have a lot of people who’ve come in that, whether we’ve seen them before, whether we’ve known them for years, or whether they’re first-time customers that come by and they’re like, ‘Oh, we heard you’re worker owned now, that’s sick.’”

Rae Pellerin, who helped founder Robin Graven-Milne open the shop and is now a co-owner, said one of the big differences since the change is a new sense of structure to decisions that used to happen more informally.
“I do think it forced us to make systems of decision making that before were very… casual or case by case. We didn’t really have a system. What do we do when there’s conflict? What do we do when we have to make a decision? What do we do when we don’t agree with a decision?”
The five owners split roles as many businesses might: a general manager, a chair and a treasurer. Patterson, who lives around the corner, holds the treasurer role on top of his mechanic duties and has worked at the shop for four years. Hiring stays a general manager decision with input from the whole group, Pellerin said, while big purchases are up to everyone. One recent collective call was updating the point-of-sale system. New employees can buy in after roughly two years.
Getting to worker-owned status took a while. Patterson said it came from “a lot of meetings for like a year and a half between ourselves and with the ICA group. Just a lot of conversations about ‘how would this work?’”
The ICA group, a nonprofit that helps businesses transition to worker ownership, works pro bono in the city through the City Council-backed Worker Cooperative Business Development Initiative. Bike Plant is yet another NYC business to make the switch.
New York had 23 worker-owned co-ops in 2014, but that number roughly tripled over the past decade, according to the ICA Group.
Pellerin spoke about what the busy summer days have looked like at Bike Plant. “Consistently, five or six people waiting to buy something, to pick up, to get their bike fixed. If I’m doing flats, I lose count. I feel like you do like 20 to 30 flats,” Pellerin said.

The crowds, however, come at an uncertain time for bike shops. The U.S. imported 8.54 million bikes in 2025, down 21% from 2024 and the fewest in at least a decade, according to data reported by Bicycle Retailer and Industry News. Tariffs on imported bikes and parts have also caused retail prices to increase. Patterson noticed the change specifically in what the shop stocks for messenger and cargo-hauling customers.
“We used to sell Omniums a lot,” Patterson said about the popular cargo bike brand. “It’s harder to get them now because of tariffs and things like that.”
Despite industry changes, people’s interest in bikes is still increasing. An average of nearly 29,000 daily bike trips crossed the East River bridges during the city’s April to October counting season in 2025, which was a record for the fifth year in a row, according to the city Department of Transportation.
To further support a community interested in bikes, Bike Plant also features a mutual-aid repair fund that has provided more than $50,000 in donated bikes and free or partially free repairs since 2022. Patterson said customers use it every day, often for safety work like brakes and tires.
“It’s really satisfying because in the past in shops it’s been like ‘oh yeah I’ll fix this but I’m just not gonna charge you for anything because like you don’t have money or I can’t fix it because it’s too much to do,’” Patterson said. “So to be able to just fix something, knowing that we have something to back us up, back us and our customers up, it makes a pretty big difference.”
As for what’s next, the team is working on surviving the remaining days of a busy summer. Pellerin said, “The winter is for planning.”

Round River
Round River.
Round River.
FBI sources

The City Council is making a new push to stem traffic crashes involving e-bikes, e-scooters, and other micromobility devices. A city lawmaker argues that effort must include knowing more about crashes involving the widely popular electric silver Citi Bikes.
City Council Transportation Chair Shaun Abreu introduced a bill Thursday designed to get more information on those incidents from the company that runs the city’s bike share program, rideshare giant Lyft. While e-bikes account for roughly 45% of Citi Bike’s fleet, 72% of Citi Bike trips took place on e-bikes so far this year, according to Lyft.
Abreu, in a statement to amNewYork, said the bill is intended to reveal far more public information on the roughly 35,000 Citi Bikes New Yorkers ride down city streets.
“We’re letting anecdotes drive the public conversation about how [Citi Bikes] fit into our transportation landscape,” Abreu said. “We don’t need to make guesses about their safety, whether riders follow the rules of the road, or where our infrastructure needs to be shored up to improve the rider experience. Citi Bike has this data, and this bill will make sure we get it. You can’t fix what you don’t measure.”
Lyft spokesperson CJ Macklin said the company already reports many of those stats to the city’s Department of Transportation (DOT), but referred amNewYork to the agency for further details.
DOT spokesperson Will Livingston subsequently defended Citi Bike as a “safe and sustainable way for New Yorkers to get around.” He added the agency will “review the introduced bill.”
Livingston added that DOT meets monthly with Lyft’s Citi Bike team to go over crashes, injuries, and other safety issues. He said incidents are largely reported by Citi Bike riders via its customer service system.
The legislation would require the city DOT to alter its agreement with Lyft governing Citi Bike to mandate that the company report monthly information on “safety incidents,” according to draft bill text reviewed by amNewYork. It defines safety incidents as crashes, traffic infractions, or cases of Citi Bikes being stolen or vandalized.
For each safety incident, Lyft would have to specify which category it falls under, the location where it took place, whether it involved a regular or electric bike, and the monetary value of the damage incurred, according to the bill text. For traffic infractions, it would have to specify which type of violation occurred.
If an incident is a crash, the company would need to share a slew of details. Those include the bike’s speed at the time of the collision; the objects, vehicles, or other road users involved; whether the rider was a Citi Bike member; the individual’s number of previous bike share rides; their age; and whether the incident caused any deaths or injuries.
DOT would have to publish the data on its website every six months.
The council member is also introducing a package of bills on Aug. 13 focused specifically on reining in illegal electric micromobility devices marketed as legal e-bikes and e-scooters. The 17-year-old who died in a crash with an SUV in Lower Manhattan late last month, Gabriel Nacato, was riding one of those devices.
Abreu’s package would create a trade-in program for the illegal devices — as well as those that can reach 25 miles per hour with a throttle, levy a $1,000 fine against retailers who sell devices that must be registered with the state without specifying so, and mandate the NYPD to use devices that can determine devices’ speed and power.
Those measures are part of a broader package of 17 bills that City Council Speaker Julie Menin is pursuing to crack down on dangerous incidents involving electric micromobility devices. Menin scheduled a hearing on the bills for Sept. 30.
Twenty-five Brooklyn preschoolers with disabilities and complex developmental needs celebrated a milestone Wednesday as they graduated from Helen Keller Services’ Children’s Learning Center and prepared to enter kindergarten this fall.
The students, many of whom have spent the past two years receiving specialized support, crossed the stage in caps and gowns during an Aug. 12 ceremony at St. Francis College in Downtown Brooklyn.
The Children’s Learning Center serves children ages three to five with autism, Down syndrome, multiple disabilities and complex developmental needs, as well as children who are blind and have low vision.
For many of the graduates and their families, the ceremony marked not just the end of school, but the progress that may have once seemed out of reach.
“Families come to us worried, and a lot of them have already been told what their child will not be able to do,” Dr. Avien Henry, principal of the Children’s Learning Center in Brooklyn, said in a statement. “Two years later we are all standing in a room watching those same children walk across a stage. That is what [the ceremony] is. It is the families and the teachers seeing how far these children have come.”

Most of the children entered the program at age three. During their time at the CLC, they worked with a multidisciplinary team that includes teachers, speech-language pathologists, occupational therapists, physical therapists and vision specialists.
The team helps children develop communication, motor and social skills while building the independence they will need as they transition into kindergarten.
The Brooklyn program has served children with special needs and their families for nearly 40 years. Its growing demand led Helen Keller Services to open a seventh classroom last November.
For parents, the specialized environment can provide both support and reassurance during a period that can be challenging as they navigate their child’s developmental needs.
Vanessa Jackson, whose son was among Wednesday’s graduates, said her family saw significant progress during his time at the CLC. She added that her nonverbal son “graduated verbal” in the program.
“Some children beat milestones that us parents are told they wouldn’t eat,” she said. “Helen Keller put us in such a safe space. I appreciate all the work they did with out children, and my son as well. Thank you, Helen Keller, a thousand times.”

The ceremony brought together families, educators, therapists and community leaders to recognize the children’s accomplishments. Attendees included Rev. Kimberly Council, deputy Brooklyn borough president; New York State Assembly Member Jo Anne Simon of District 52; and Anna Aguilar, attending on behalf of New York State Sen. Andrew Gounardes. Tim Cecere, president of St. Francis College, welcomed the graduates.
As the school celebrates the Brooklyn class of 2026, they plan to expand its specialized preschool services to Long Island. The expansion will give families in Nassau and Suffolk counties that same multidisciplinary approach for children with disabilities and developmental needs.
“Today’s graduation ceremony was a celebration for our students, their families, and the teachers and therapists who worked with them every day,” Dr. Sue Ruzenski, CEO of Helen Keller Services, said in a statement. “These children have come so far in two years, and today they got their moment to shine. And we are excited to be bringing this program to Long Island families soon.”
