NYC reports first West Nile case of the year amid increased mosquito activity


New York City has reported its first case of West Nile virus this year amid increased virus activity in mosquitoes across all five boroughs, health officials said Wednesday.

The city Health Department said the infected person lives in Manhattan and had spent time outdoors both in the city and at several locations outside of the five boroughs. The department did not say whether the infection occurred in NYC or elsewhere.

The case comes as the Health Department has identified 1,284 mosquito pools testing positive for West Nile virus citywide this year, including 504 in Queens, 354 on Staten Island, 252 in Brooklyn, 123 in the Bronx and 51 in Manhattan. Earlier this month, department data showed 612 positive pools, compared with 326 at the same point in 2025.

“West Nile virus is spread by mosquito bites and cannot spread from person to person. The good news is it’s preventable,” Health Commissioner Dr. Alister F. Martin said in a statement Wednesday. “With mosquito season in full swing, we’re encouraging New Yorkers to take extra precautions to minimize the risk of mosquito bites.”

The human case follows several weeks of increased mosquito-control efforts prompted by the department’s surveillance findings.

Since July, the Health Department said Wednesday, it has conducted eight targeted mosquito-control operations in neighborhoods where West Nile-positive mosquito pools were detected, including recent treatments in Queens, Staten Island and Brooklyn.

The department said those operations typically reduce adult mosquito populations by 70% and West Nile-positive mosquito pools by more than 85%.

Mosquitoes carrying West Nile virus are present in New York City each year from June through October, with activity typically peaking in August and September, according to the Health Department.

Most people infected with the virus have no symptoms, the department said, while some may develop fever, headache, muscle aches, rash and fatigue.

About 1 in 150 infected people can develop West Nile neuroinvasive disease, a serious and potentially fatal illness affecting the brain and spinal cord that can lead to changes in mental status and muscle weakness and require hospitalization, according to the department. People 60 and older and those with weakened immune systems are at greater risk of severe illness.

Health Department surveillance data show one case of West Nile neuroinvasive disease listed in Manhattan, the more serious form of the infection that affects the brain and spinal cord. The department’s announcement did not provide the person’s age, current condition or whether they were hospitalized. amNewYork is awaiting further information.

Nationally, 222 human cases of West Nile virus have been reported so far this year, according to CDC data, including 76 in Arizona, 31 in Texas and 29 in California.

The Health Department is urging New Yorkers to use EPA-registered insect repellent, wear protective clothing, limit outdoor activity around dawn and dusk and eliminate standing water where mosquitoes can breed.

Маллиотакис: демократы поселили нелегальных мигрантов в дорогих гостиницах за счёт налогоплательщиков — что подтверждают цифры


Конгрессвумен Николь Маллиотакис (представляющая в Конгрессе Южный Бруклин и Статен Айоенд ) обвинила губернатора Кэти Хокул и демократов в оплате гостиниц для мигрантов на фоне преступлений, совершённых тысячами нелегальных иммигрантов по стране. Член Палаты представителей США от Нью-Йорка Николь Маллиотакис вновь раскритиковала миграционную политику губернатора Кэти Хокул и демократов.

В опубликованном видео Маллиотакис заявила:

«Никогда не забывайте, что Кэти Хокул и демократы заставили налогоплательщиков оплачивать размещение нелегальных мигрантов в роскошных гостиницах, даже когда тысячи из них совершали преступления. Президент Трамп и Конгресс положили этому конец».

Проверка официальных документов показывает, что основная претензия Маллиотакис имеет под собой фактическую основу. Она говорит о миграционной политике в целом, а не утверждает, что именно тысячи постояльцев конкретных нью-йоркских гостиниц совершили преступления. При этом слова «luxury hotels» и «положили этому конец» требуют отдельных пояснений.

Сколько Нью-Йорк потратил на мигрантов

Офис контроллера Нью-Йорка сообщает, что город потратил на размещение и обслуживание asylum seekers:

  • $1,41 млрд в 2023 финансовом году;
  • $3,70 млрд в 2024 финансовом году;
  • $3,02 млрд в 2025 финансовом году.

Таким образом, только за эти три финансовых года городские расходы составили более $8 млрд. В сумму входили не только гостиничные номера, но также питание, безопасность, медицинские, административные и другие услуги.

Налогоплательщики штата также участвовали в финансировании. В мае 2023 года офис губернатора Хокул сообщил о выделении $1 млрд в бюджете штата, включая $741 млн на расходы по размещению. Позднее исполнительный бюджет штата на 2025 финансовый год увеличил совокупную поддержку реагирования на миграционный кризис до $4,3 млрд.

Следовательно, утверждение о том, что расходы несли налогоплательщики города, штата и частично федерального бюджета, подтверждается официальными финансовыми документами.

Действительно ли мигрантов размещали в гостиницах

Да. Анализ NYC Comptroller подтверждает, что город использовал десятки тысяч гостиничных номеров.

По состоянию на май 2024 года город оплачивал размещение примерно 54 тысяч человек в гостиницах, из которых около 49 460 относились к категории asylum seekers. Договор Department of Homeless Services с Hotel Association of New York City был расширен до общей стоимости $987 млн и предусматривал до 14 тысяч номеров.

В 119 гостиницах, входивших в соглашение DHS с Hotel Association, использовалось около 9 500 номеров. Дополнительные городские ведомства заключали отдельные соглашения ещё примерно на 5 800 номеров в 38 гостиницах.

Были ли это именно «роскошные гостиницы»

Термин luxury hotels использовался Министерством внутренней безопасности администрации Трампа. В феврале 2025 года DHS объявил, что уволил четырёх сотрудников FEMA после перечисления средств на размещение мигрантов в дорогих гостиницах Нью-Йорка.

Но официальный анализ городского контроллера даёт более сложную картину. Средняя ставка по гостиничному договору DHS в 2024 финансовом году составляла $156 за номер в сутки, и контроллер признал её в целом сопоставимой с рыночными ценами аналогичных гостиниц.

При добавлении питания, охраны и других услуг средняя полная стоимость гостиничного shelter составляла около $332 в сутки. По данным последующих отчётов городского совета, средняя стоимость всех услуг достигала примерно $370–371 на семью или household в сутки.

Поэтому корректно говорить, что среди объектов были дорогие и известные гостиницы, а общая программа стоила чрезвычайно дорого. Но называть все использованные городом гостиницы «luxury hotels» — политическое обобщение, а не классификация из отчёта контроллера.

Что известно о преступлениях

Маллиотакис говорит о преступности среди нелегальных мигрантов в целом. В такой широкой формулировке её утверждение подтверждается официальной федеральной статистикой: ICE документирует десятки тысяч задержанных неграждан с уголовными судимостями или незавершёнными обвинениями.

Годовой отчёт ICE за 2024 финансовый год сообщает, что Enforcement and Removal Operations арестовало 113 431 негражданина. Из них 81 312 имели уголовные судимости или незавершённые обвинения. На эту группу приходилось 516 050 обвинений и судимостей.

ICE также сообщил, что среди лиц, задержанных в первые 100 дней усиленного правоприменения 2025 года, были люди с обвинениями или судимостями, связанными с 9 639 нападениями, 6 398 случаями DWI/DUI и 1 479 преступлениями с оружием.

Эти цифры относятся к операциям ICE по всей стране, что соответствует общему характеру заявления Маллиотакис. Вместе с тем они не показывают:

  • сколько таких лиц проживало именно в нью-йоркских гостиничных shelters;
  • сколько прибыло в рамках конкретного миграционного потока в Нью-Йорк;
  • сколько было осуждено, а сколько на момент отчёта только обвинялось.

Следовательно, общее утверждение Маллиотакис о тысячах criminal noncitizens подтверждается. Но эти данные не следует интерпретировать как заявление, что все они жили в оплачиваемых Нью-Йорком гостиницах: сама конгрессвумен такой узкой формулировки не использовала.

Важно также различать обвинение и судимость. Pending charge означает, что дело ещё не завершено и вина не установлена судом.

Что изменили Трамп и Конгресс

При администрации Байдена FEMA Shelter and Services Program возмещал местным органам и организациям часть расходов на временное размещение, питание и транспортировку мигрантов. По данным NYC Comptroller, до февраля 2025 года город получил около $120 млн федерального финансирования, а 4 февраля FEMA перечислило ещё $80,5 млн по грантам программы.

После возвращения Дональда Трампа DHS изменил эту политику. Официальный отчёт DHS о первых 200 днях работы секретаря Кристи Ноэм говорит, что получателям грантов FEMA больше не разрешается использовать федеральные средства для размещения нелегальных мигрантов в дорогостоящих гостиницах.

Республиканцы в Конгрессе также добивались прекращения Shelter and Services Program и отказа от новых ассигнований на неё.

Но эта мера имеет более узкое значение, чем фраза «put an end to it» может предполагать. Она прекратила или ограничила федеральное финансирование через FEMA, но сама по себе не запрещает Нью-Йорку использовать собственные городские или штатные средства на shelters и другие услуги.

Кроме того, число asylum seekers в городской системе размещения к сентябрю 2025 года сократилось почти на 50% по сравнению с пиком января 2024 года. NYC Comptroller связывает сокращение потока, среди прочего, с изменениями федеральной политики.

Что подтверждено

  • Нью-Йорк потратил более $8 млрд на размещение и услуги asylum seekers в 2023–2025 финансовых годах.
  • Штат Нью-Йорк при губернаторе Хокул выделил миллиарды долларов на реагирование на миграционный кризис.
  • Десятки тысяч asylum seekers размещались в гостиницах, оплачиваемых городом.
  • Федеральные средства FEMA использовались для возмещения части расходов.
  • Администрация Трампа прекратила разрешать использование соответствующих грантов FEMA для дорогостоящего гостиничного размещения мигрантов.
  • ICE арестовал по стране десятки тысяч неграждан с судимостями или незавершёнными обвинениями.

Что требует оговорки

  • Не все гостиницы в городской программе официально классифицировались как luxury hotels.
  • Количество обвинений не равно количеству осуждённых людей или совершённых преступлений.
  • Прекращение федерального возмещения FEMA не означает законодательного запрета на все городские и штатные расходы для мигрантов.

Редакционный вывод

Главная часть заявления Маллиотакис подтверждается: демократические власти Нью-Йорка действительно приняли решение потратить миллиарды долларов налогоплательщиков на размещение и обслуживание большого числа мигрантов, включая использование гостиниц. Эти расходы документированы самим городом и штатом.

Администрация Трампа действительно изменила федеральную политику и закрыла возможность использовать соответствующие гранты FEMA для дорогостоящего гостиничного размещения.

Общее заявление Маллиотакис о тысячах нелегальных мигрантов с криминальной историей поддерживается национальными данными ICE. Конгрессвумен не заявляла, что все эти люди проживали именно в гостиницах Нью-Йорка; гостиничные расходы и преступность она приводит как две части критики общей миграционной политики демократов.

Политическую ответственность за миллиарды расходов можно обсуждать на основании официальных бюджетов. Уголовные утверждения требуют другого стандарта: конкретных людей, конкретных обвинений и конкретных судебных решений.

MTA risks falling short of its 2040 zero-emission bus fleet goal, state comptroller audit finds


The MTA risks falling short of its 2040 goal to make its bus fleet 100% zero emission, according to a new audit from state Comptroller Thomas DiNapoli’s office released Wednesday.

The audit found that the MTA’s progress toward replacing its nearly 5,800 mostly-diesel bus fleet with entirely zero emission vehicles has hit a few notable snags. Chief among them, auditors say, were issues around green bus supply and the reliability of the vehicles already in service.

Additionally, auditors found those snags have put the transit authority at risk of not meeting various benchmarks for acquiring clean energy buses and replacing their fossil-fuel burning counterparts established in a 2024 plan.

DiNapoli said the stumbling blocks the MTA is facing in transitioning its fleet to green energy — part of a broader agnecy push to mitigate against climate change — have put its ability to meet its 2040 goal in doubt.

“The MTA has set an ambitious goal to transform the nation’s largest bus fleet to 100% zero emission,” DiNapoli said. “Unfortunately, this audit identified multiple challenges that have put its 2040 target in jeopardy. It is encouraging that the MTA has announced steps to address these issues.” 

In response to the audit, MTA Chair and CEO Janno Lieber said the agency is already well aware of the challenges it highlights.

“This report basically just repeats what has already been said in several MTA board meetings,” Lieber said, during an unrelated Wednesday news conference at the Kings Highway F train station in Brooklyn.

The MTA first committed to the 2040 goal for making its bus fleet 100% zero emission, vehicles either powered by electric batteries or hydrogen fuel cells, in 2018. It then released its plan for reaching that goal in 2022 and an updated version two years later.

The 2024 scheme divided the shift to green buses into four stages, with each one tied to the MTA’s last, current, and next two capital programs respectively. It also called for a one-for-one replacement model, which aims to make the fleet entirely zero emission without increasing its size.

But, according to the audit, the MTA has already fallen short in acquiring the number of zero emission buses that it was supposed to by the end of the 2024 plan’s first stage: 560. It had recieved 75 green buses from the one manufacturer it contracts with between 2019 and 2025, but while it was supposed to get the remaining 485 between last year and this year, only one of that batch was delivered by last June.

Furthermore, auditors noted that the MTA informed them it has reduced its order for the plan’s second stage from 1,000 to 500 clean buses.

The comptroller’s office found these hickups to be caused by a mixture of factors.

For one, the singular vendor that the MTA is currently contracted with to produce its green buses, New Flyer, is facing “significant backlogs” in fullfilling orders. Moreover, auditors found both 40-foot standard and 60-foot articulated e-buses cost roughly 60% more than their diesel counterparts.

But New Flyer’s ability to meet the MTA’s order demands is only part of the issue, according to the comptroller’s office.

The seemingly larger hold up for the MTA in reaching its 2040 goal — and the one most often cited by agency officials — stems from performance issues with the e-buses already in service since 2019. In addition to breaking down more often, auditors found that e-buses cannot travel as far as diesel buses on a single charge and take longer to repair.

The battery needs to be at least 70% charged for the bus to be deployed for service and must return to the depot when it is at 30%,” the audit reads. “As a result, the BEBs (battery electric buses) are usually assigned to shorter trips, and cold and hot weather can further reduce the range of these buses.”

On Wednesday, Lieber said the MTA has already communicated with the vendor about improving the relability of its buses.

“They break down too frequently,” he continued. “We put the manufacturer on notice that in order for us to continue purchasing electric busses, we need that that reliability standard to be met.”

The MTA has also run into challenges with installing charging infrastructure and increasing power supply to its 27 bus depots.

To remedy the issues identified in the audit, the comptroller’s office recommended the MTA develop “contingency plans” both for not being able to reach its 2040 goal and for the milestones it has already missed in acquiring green buses. Additionally, it urged the agency to look into alternative ways to improve electric buses’ range and performance.

However, Lieber insisted that the agency has still been working toward its zero emission goal by purchasing buses that, while not fully electric, are lower emission. Those include hybrid, clean diesel, and compress natural gas.

The MTA boss said that while they are still “committed to maintaining rapid progress” on the 2024 goal, “it does depend on ultimately the electric busses or hydrogen, which we’re also testing, panning out.”
