Mamdani moves forward on stalled Bronx busway, kicks off public engagement for slew of Brooklyn bus projects


Mayor Zohran Mamdani is wasting no time in moving forward on his freshly released “Next Stop” plan for making city buses faster — announcing Wednesday that he is greenlighting several projects included in the roadmap.

Chief among those undertakings will be the Bronx’s first busway on Tremont Avenue. Mamdani’s office said it would begin work this fall on the project, which had been shelved last year by former Mayor Eric Adams’ administration.

The mayor also revealed that his administration will begin the public engagement process to shape proposals for three “rapid bus corridors” the plan envisions for Central Brooklyn’s Flatbush, Utica, and Church Avenues.

In a statement, Mamdani said that once they are finished, all four projects will quicken bus trips for around 200,000 daily riders.

“New Yorkers should not lose hours of their lives sitting in traffic on a bus. From the Bronx to Brooklyn, we’re building streets that move people instead of sticking them in gridlock,” Mamdani said. “These projects will make commutes faster, make our streets safer and return precious time to nearly 200,000 New Yorkers every single day. That’s exactly what public transit should do.” 

The release last week of Next Stop — a joint city and state plan with the goal of shaving six minutes off bus trips along 50 “priority corridors” — marked Mamdani’s most sweeping gesture yet toward making good on his campaign promise of speeding up city buses. However, the plan does not address the other and more controversial aspect of his campaign pledge, to make buses fare-free, though he said last week that he still intends to get that done.

The Tremont Avenue effort promises to speed up commutes for the roughly 39,000 daily bus riders who frequent the corridor. Seventy-two percent of households living along the corridor do not have access to a car, while 78% commute to work by public transit, biking or walking, according to the city Department of Transportation.

Tremont Avenue is home to the Bx36, an essential crosstown route for the Bronx. But while the Bx36 serves as one of the borough’s few east-west transit options, it currently languishes at speeds as slow as five miles per hour.

Busways — a design that restricts traffic to buses, paratransit, emergency vehicles, and large trucks — are an effective tool for speeding up buses by clearing roadways of private vehicles they normally have to jockey with, DOT says. They have boosted bus speeds by as much as 60% accross the city, according to the agency. 

The project will add half-mile-long busways to the stretch. One will run eastbound from 3rd Avenue to Southern Boulevard, and the other will be westbound from Southern Boulevard to Belmont Avenue.

It will also include a shared offset bus and bike lane running eastbound between Webster and 3rd Avenues. 

The busways will operate seven days a week from 6 a.m. to 8 p.m. During those hours, the road will only be open to private vehicles for local access, meaning they must exit at the next available right turn. The busways will be enforced by stationary and bus-mounted cameras, which will ticket drivers they catch obstructing the lanes, as well as the NYPD.

Additionally, DOT will add a slew of features aimed at making the road, one of the Bronx’s most dangerous, safer. There were 630 people injured on Tremont between 2020 and 2024, with 46 severe injuries and four deaths over the same period, according to the agency.

The safety enhancements DOT plans to add include painted sidewalk extensions, which shorten crossings and ease vehicle speeds. Those will be reinforced by some hard infrastructure including flexible delineators, granite blocks, and bike parking.

“We want New Yorkers to have faith in our outreach, and that starts with actually delivering on projects promised years ago, like on Tremont Avenue, where riders deal with unreliable, over-packed buses every day,” Transportation Commissioner Mike Flynn said in a statement.

In Brooklyn, the city is kicking off public engagement for projects along the three corridors, which together carry roughly 150,000 daily riders along 13 routes at a pace as slow as five mph, included in the plan right away. DOT and the MTA will work together to develop both near-term changes along the three corridors that can be installed as soon as next year, while drafting plans for longer-term overhauls.

The administration has said it plans to complete the rapid bus corridor on Flatbush Avenue by 2030. The design, based on the bus rapid transit model, will combine features like center-running physically protected bus lanes and bus stations with amenities to give riders a faster and more comfortable experience.

To that end, the city launched of an online feedback portal on July 15, which will be live through Oct. 31. It will begin in-person events at 6 p.m. on Aug. 6 — those wishing to attend can RSVP to the agency at organize.nyc.gov/fastbuses.

It will also begin surveying local stakeholders — including pedestrians, businesses, and education institutions — and conduct outreach at events like open streets and block parties.

The agency said it intends to unveil plans informed by the feedback this fall.

“We look forward to discussing the possibilities for fast buses through Central Brooklyn this year as we develop exciting proposals for critical bus corridors in the area,” Flynn said.

City to demolish historic South Bushwick Reformed Church as FDNY probes possible arson


The South Bushwick Reformed Church has lost its fight to save its historic Fellowship Hall building attached to its fire-ravaged sanctuary, according to Pastor James Steward. Over the last two weeks, the city demolished the original church building, and the Department of Buildings began razing the historic addition on Tuesday. 

Since the blaze on Friday, June 19, the church and preservationists have been scrambling to save what is left of the iconic Greek Revival structure at 855-867 Bushwick Ave., raising funds from the public, and negotiating with a developer over an air rights deal, they have said.

However, it seems that struggle has come to an end.

“It is with extremely heavy hearts that the South Bushwick Church reports that, despite its best efforts, we have been informed that demolition of the remaining structures at 855 Bushwick will commence tomorrow,” Stewart said in a July 13 statement.

“Since the emergency demolition order was issued by the Department of Buildings on June 22, the church, with its very modest means, has done all it could to work with attorneys, engineers, and contractors to meet the requirements necessary to hold that order,” he continued. “Unfortunately, despite our and our team’s tireless efforts, today we learned that demolition will commence tomorrow on the parish hall. We will take this time to mourn, but rest assured we remain committed to being a positive and continued presence in the community. We thank the community for its continued support.”

Dina Alfano of Bushwick Historic Preservation Association, who has been working with the church to save the historic addition, said the Department of Buildings had twice rejected submissions from the church to pause the demolition while it did the necessary work to submit plans to save the building.

“We had a great team assembled. We had an attorney who was working with us. But the ultimate obstacle was time, that was the real obstacle,” she said.

Alfano said that during a Zoom meeting Monday, which included reps from DOB, Housing Preservation and Development, the Department of Environmental Protection, and the church, the DOB reps said demolition of Fellowship Hall would start on Tuesday.

“That left us basically less than half a day to try to get a team in there to get them the remaining information they needed,” she said, adding that included probing whether the party wall is stable and aspects of asbestos containment. “The long and the short of it is that it just wasn’t possible with the time constraints to get them what they wanted.”

Despite talk of an air rights deal with a developer, the developer was not on the call and the church had been working alone on the plans to save Fellowship Hall with its “modest means,” Alfano said. 

The local preservation nonprofit will continue to work with Steward and the church on the future of the site, Alfano said, adding “there’s a long road ahead, obviously, and right now everything is unknown.”

An iconic landmark

Saving part of the structure “preserves the landmarked status” of the entire building, Steward told News 12 Friday. “In demolishing it fully, we’ve been told we’d be likely to be de-landmarked.” In that case, the property could be developed, “and then we’d be forced to sell,” he said.

The statement was a dramatic change from earlier vows that the church would rebuild, save Fellowship Hall, and would not sell to a developer.

While owners of empty lots are not required to sell them, the city will bill the church for the cost of demolition, a sum that is likely to exceed the $15,000 the church has raised so far with its GoFundMe. As well, rebuilding even part of the structure to Landmark Preservation Commission standards could potentially cost millions.

Fellowship Hall is a Greek Revival church addition at 867 Bushwick Avenue with a striking pediment and pilasters that was completed in 1881 as a Sunday school building. Church engineers said it is stable in their June 24 report. The original 1853 church building at 855 Bushwick Ave., a country-style Greek Revival in white clapboard with its iconic steeple, appeared to be a near total loss. The entire structure was landmarked in 1968.

In 2019, the church explored options to develop its non-landmarked property, the rectory at 15 Himrod St., in exchange for capital and income that would allow it to repair and maintain the church. But no deal materialized.

In 2022, the church transferred ownership of 15 Himrod St.,, a freestanding mid-19th century Italianate house, to the pastor and his wife, public records show. The state attorney general, which oversees disposition of religious and nonprofit property, did not approve the transaction, the AG’s office told Brooklyn Paper’s sister pub Brownstoner. If a court approved the transfer instead, no record could be found. 

As a development site, 855-867 Bushwick Ave. could sell for “north of $7 million” and “luxury rentals” would be likely, thanks to the strong demand for rentals in the area, a commercial property broker who requested anonymity told Brownstoner. 

A deal with a developer

Two weeks ago, church leadership told Brownstoner it was exploring an air rights deal with a developer to save Fellowship Hall and rebuild the church. The developer’s architect even went so far as to submit a hold request to the DOB, which was rejected because such requests must be filed by the property owner, Alfano told Brownstoner at the time.

The developer may have been Bushwick Realty Holdings LLC, a well-known Brooklyn firm that has experience with religious sites and owns and has developed an entire block across the street from the church at 871 Bushwick Ave. Its architect for that project and others is Syndicate Architecture PLLC. Bushwick Realty Holdings has not yet replied to  requests for comment.

Stabilizing and rebuilding the structure to Landmark Preservation Commission standards could potentially cost millions. In 2022, the church completed repair work to its iconic steeple, which had been damaged in a storm. That effort totaled $87,000, much of which came from grants from preservation organizations including the New York Landmarks Conservancy. At the time, the church estimated about $250,000 more would be required to complete needed repairs.

Suspicious behavior minutes before the blaze

The FDNY and NYPD are investigating the fire “as an arson incident” the New York Daily News reported Saturday, citing “FDNY sources.” A “person of interest” was spotted “fleeing from the South Bushwick Reformed Church” just before the blaze, the sources told the Daily News.

On Tuesday, FDNY fire marshals said the cause of the fire is “incendiary” a department spokesperson said, meaning they are investigating it as an arson.

The confirmation followed Brownstoner’s report Friday that a security video from a neighbor shows suspicious behavior on church property just before the fire broke out. In the video, which the neighbor shared with investigators, a person can be seen going back and forth along the northwest side of the church facing Stanhope Street in an area generally not accessed by the public, stopping to look at windows, and coming and going from the direction of Bushwick Avenue. At one point, the figure disappears behind shrubbery near a side door to the church, and a loud noise is heard twice.

Someone on Bushwick Avenue saw a person leaving church property just before the fire, another neighbor said. 

Many Bushwick residents and preservationists said they are “heartbroken” by the blaze and the loss of the iconic local landmark. In the days after the church burned, Alfano said the community is “absolutely devastated” by the destruction given the building’s history and status on the Bushwick thoroughfare.

In addition to saving Fellowship Hall, many items including stained glass windows, the church’s bronze plaque, and historic columns appeared salvageable and should have been rescued amid the demolition, according to concerned neighbors and preservationists.

Workers have been wetting down the burnt and contaminated structure before extracting pieces of it with the excavator, as required when asbestos or lead could be present, and an apparent decontamination trailer has been parked at the property throughout the operation. Still, neighbors have complained about “clouds of dust” coming off the site, with one stating “my throat hurts.”

MTA hosting IBX pop up workshops along proposed light rail line this summer


Do you have thoughts on the MTA’s Interborough Express light rail project? Do you want to learn more about it? Then you’re in luck.

The transit authority is hosting a series of pop-up events along the proposed IBX route this summer. The workshops began earlier this month and will run through September.

The MTA is hosting the events at several subway stations and bus hubs along the IBX’s planned crosstown route between Brooklyn and Queens, slated to serve as future transfer points to the light rail, the agency said. The sessions will give commuting straphangers the opportunity to pepper MTA personnel with questions on the project and offer feedback on various aspects of it, including station design and public realm enhancements for the areas surrounding proposed stations.

At the same time, MTA customer service agents will share updates on the IBX’s progress with riders and ask how they plan on using the agency’s newest transit option once it is completed, according to the transit authority.

The workshops include activities, one of which involves riders simulating mapping out their expected IBX trips and sharing how frequently they plan to use the light rail. A separate exercise invites commuters to rank their priorities for designing IBX stations, indicating the order of importance for being informed about service, comfort, and representing their communities.

Yet another activity asks participants to illustrate their ideal trips along the IBX by using images of features such as lighting, seating, and public art.

Lisa Daglian, executive director of the rider advocacy group the Permanent Citizens Advisory Committee to the MTA, said that while the MTA has already been doing public engagement around the project, “not enough people know about it yet.”

“The IBX is a terrific project, and the more people know about it, the better,” she said. “The best way to reach people is where they are, and that’s in stations. So, hats off.”

Daglian added that “this is something people should have a say in, people who live in the area, people who work in the area, people who visit the area that it’s going to go through, and be able to put their two cents in.”

The undertaking marks the MTA’s largest expansion of its transit system in over half a century. Using already-existing Long Island Rail Road and freight tracks, the agency will construct a new crosstown line, running through many Brooklyn and Queens neighborhoods currently underserved by public transit.

Its proposed 18-stop route promises to move commuters end-to-end between Brooklyn’s Bay Ridge section and Queens’ Jackson Heights area in 32 minutes. Currently, it would require several transfers to travel between the two points by train without going through Manhattan.

The MTA says the line will offer a new transit option for nearly 900,000 people and projects to have an average weekday ridership of roughly 160,000. It will make stops across several areas with no or very limited subway access, including Canarsie, Flatlands, and Maspeth.

The pop-up events are part of the public engagement portion of the planning process, which began with an earlier series of six public workshops in April.

Махмуд Халил не является гражданином Соединённых Штатов. Так возникает главный вопрос: почему организатор антисемитских протестов Махмуд Халил всё ещё находится в Соединённых Штатах?

Не случайный прохожий и не простой участник

Халил часто изображает себя жертвой преследования исключительно за политические взгляды. Однако он не был случайным студентом, который один раз пришёл на демонстрацию с плакатом.

В собственном иске Халила говорится, что он был выбран посредником между протестующими и администрацией Columbia University и стал одним из наиболее известных публичных представителей движения. В многочисленных материалах он описывается как организатор и ведущий переговорщик лагеря Gaza Solidarity Encampment.

Иными словами, Халил был не зрителем. Он занимал руководящую и представительскую позицию в движении, которое оказывало непосредственное давление на университет.

Были ли протесты антисемитскими?

Речь идёт не о том, что любая критика правительства Израиля автоматически является антисемитизмом. Критиковать израильского премьер-министра, военные операции или политику США можно, и это само по себе не является ненавистью к евреям.

Однако протестное движение в Columbia вышло далеко за пределы обычного политического несогласия.

Рабочая группа по антисемитизму, созданная самим Columbia University, собрала многочисленные свидетельства еврейских и израильских студентов о словесных оскорблениях, преследовании, социальной изоляции, давлении, препятствовании доступу к университетским пространствам и отдельных случаях физического воздействия. Университет получил и сообщения о причинении физического вреда студентам.

Министерство образования США позднее пришло к официальному выводу, что Columbia проявила сознательное безразличие к преследованию еврейских студентов и тем самым нарушила требования Title VI Закона о гражданских правах.

Федеральное правительство также заявляло, что еврейские студенты Columbia сталкивались с насилием, запугиванием и антисемитской травлей.

Поэтому протесты, одним из организаторов и публичных представителей которых был Халил, обоснованно можно назвать антисемитскими протестами либо, ещё точнее, протестным движением с выраженными и документально подтверждёнными антисемитскими проявлениями.

Это не означает, что каждый участник лагеря ненавидел евреев.

Но если движение сопровождается систематической травлей евреев, исключением еврейских студентов и созданием для них враждебной среды, антиеврейский элемент нельзя вычеркнуть из истории только потому, что организаторы предпочитают слово «солидарность».

За что именно пытаются депортировать Халила?

Халил был задержан иммиграционными властями в марте 2025 года и провёл под стражей 104 дня. Ему не предъявляли уголовных обвинений в связи с протестами.

Администрация добивалась его удаления из страны, используя положение Закона об иммиграции и гражданстве, позволяющее госсекретарю определить, что присутствие иностранца может иметь серьёзные неблагоприятные последствия для внешней политики США.

В решении Совета по иммиграционным апелляциям Министерства юстиции приводится позиция госсекретаря о том, что участие Халила в антисемитских протестах и разрушительной деятельности способствовало формированию враждебной среды для еврейских студентов и противоречило внешнеполитическим интересам США.

9 апреля 2026 года Совет по иммиграционным апелляциям оставил в силе решение о выдворении Халила. Совет также пришёл к выводу, что он не доказал право на освобождение от депортации и что сохранение его статуса не отвечает интересам Соединённых Штатов.

Администрация дополнительно утверждает, что Халил скрыл или неверно указал существенную информацию в документах на получение постоянного статуса. Халил и его адвокаты отвергают это обвинение.

Окончательный исход дела всё ещё зависит от дальнейших судебных процедур.

Почему его ещё не депортировали?

Потому что Соединённые Штаты — правовое государство, а не гостиница, где администратор может просто аннулировать карточку постояльца.

Обладатель грин-карты имеет право на иммиграционное разбирательство, административную апелляцию и обращение в федеральные суды.

Халил использует все доступные уровни обжалования.

15 января 2026 года Апелляционный суд США Третьего округа отменил ключевое решение нижестоящего суда, которое помогло Халилу выйти из-под стражи. Апелляционный суд постановил, что претензии, непосредственно связанные с решением о выдворении, должны рассматриваться в порядке, специально установленном Конгрессом для иммиграционных дел.

Это решение не означало, что суд признал Халила лично виновным в насилии. Оно также не означало немедленной депортации.

Оно означало, что его адвокаты должны продолжать спор через предусмотренные иммиграционным законодательством процедуры.

И они продолжают.

Халил намерен обращаться в Верховный суд, а федеральные суды временно ограничивали возможность его повторного задержания на время подготовки дальнейшей апелляции.

Таким образом, он всё ещё находится в США не потому, что решение о депортации исчезло, а потому, что его исполнение стало предметом нескольких параллельных судебных процессов.

Теперь Халил сам обвиняет Америку в заговоре

14 июля 2026 года Халил подал новый иск в федеральный суд Манхэттена.

Среди ответчиков названы госсекретарь Марко Рубио, заместитель главы аппарата Белого дома Стивен Миллер, другие федеральные чиновники, а также Heritage Foundation, Canary Mission и Betar.

Халил утверждает, что государственные деятели и частные произраильские организации вступили в сговор, чтобы выявлять, запугивать, задерживать и депортировать иностранных участников пропалестинского движения.

Иск основан, в частности, на федеральном законе 1871 года, который часто называют Ku Klux Klan Act. Этот закон позволяет предъявлять гражданские требования в связи со сговором, направленным на лишение людей конституционных прав.

Факт подачи жалобы не доказывает существования заговора. Ответчики смогут оспорить фактические и юридические утверждения Халила.

В самой жалобе Халил подробно описывает себя как заметного лидера и публичного представителя протестов, одновременно утверждая, что правительство превратило его политическую деятельность в основание для преследования.

Получается почти идеальная юридическая сатира.

Сначала человек становится публичным руководителем политического движения.

Затем организации публично документируют деятельность этого руководителя.

После этого правительство использует собранную информацию в иммиграционном процессе.

И наконец, сам факт взаимодействия между теми, кто собирал сведения, и теми, кто применял закон, объявляется заговором.

Свобода слова не равна праву на постоянное проживание

Сторонники Халила утверждают, что его преследуют за политическую речь.

Это серьёзный вопрос, который должны рассматривать суды. Конституционная защита свободы слова распространяется не только на граждан США.

Однако из этого не следует, что свобода слова автоматически гарантирует иностранцу право постоянно жить в Америке.

Негражданин может критиковать президента США.

Он может осуждать Израиль.

Он может поддерживать палестинское движение.

Он может подавать в суд на государственных чиновников.

Но его иммиграционный статус всё равно регулируется федеральным законом.

Свобода слова означает, что государство не может незаконно наказать человека только за выражение мнения.

Она не означает, что грин-карта становится неотменяемой наградой за политическую активность.

И она тем более не означает, что Соединённые Штаты обязаны игнорировать руководящую роль иностранца в движении, сопровождавшемся антисемитским запугиванием и нарушением прав еврейских студентов.

А лично Халил запугивал еврейских студентов?

Здесь важно соблюдать точность.

Официальные документы подтверждают руководящую и публичную роль Халила в протестном движении. Они также подтверждают, что это движение сопровождалось антисемитской травлей, запугиванием и созданием враждебной среды для еврейских студентов.

Однако публичного уголовного приговора или окончательного судебного решения, устанавливающего, что Халил лично угрожал конкретному еврейскому студенту либо лично применял насилие, нет.

Поэтому корректная формулировка выглядит так:

Махмуд Халил был одним из организаторов и публичных представителей антисемитского протестного движения в Columbia University, в ходе которого еврейские студенты сталкивались с травлей, запугиванием и враждебной средой.

Некорректно без дополнительных доказательств утверждать:

«Халил лично избивал или угрожал еврейским студентам».

Разница важна не только юридически.

Организатор несёт политическую и моральную ответственность за характер движения, которое он представляет. Но такая ответственность не позволяет автоматически приписывать ему каждое действие любого участника.

Америка, которая защищает даже своих обвинителей

Возможно, главный парадокс этой истории состоит именно в том, что Халил всё ещё может судиться.

Он может обвинять госсекретаря.

Может обвинять Белый дом.

Может обвинять частные организации.

Может проводить пресс-конференции.

Может требовать компенсацию.

Может обращаться в апелляционный суд.

Может готовить обращение в Верховный суд.

И всё это происходит в стране, которую участники подобных движений регулярно описывают как безнадёжно репрессивную.

Получается чрезвычайно странная диктатура: с адвокатами, открытыми судебными заседаниями, публикацией решений, многоступенчатыми апелляциями и правом иностранного гражданина годами судиться с федеральным правительством.

Так почему Махмуд Халил всё ещё в США?

Потому что Америка соблюдает надлежащую правовую процедуру даже в отношении человека, которого правительство считает подлежащим депортации.

Потому что постоянного жителя нельзя выслать одним распоряжением чиновника.

Потому что решение иммиграционного суда можно обжаловать.

Потому что федеральные суды могут временно ограничивать задержание и удаление.

Потому что американская система защищает индивидуальные права даже тогда, когда человек использует эти права для борьбы с самой системой.

Но соблюдение процедуры не означает, что Халил получил пожизненное право оставаться в Соединённых Штатах.

Решение о его выдворении существует. Оно прошло административную апелляцию. Теперь его адвокаты пытаются остановить исполнение решения через федеральные суды и новый гражданский иск.

Поэтому точный ответ звучит так:

Махмуд Халил всё ещё находится в США не потому, что власти признали его право остаться, а потому, что американская судебная и иммиграционная система позволяет ему продолжать оспаривать депортацию.

И общество вправе задать следующий вопрос:

если негражданин стал одним из руководителей антисемитского протестного движения, если официальные органы подтвердили создание враждебной среды для еврейских студентов, а иммиграционные инстанции уже оставили в силе решение о его выдворении — должна ли последовательность новых исков превращаться в бессрочную гарантию проживания?

Свобода слова защищает право Махмуда Халила говорить.

Надлежащая процедура защищает его право судиться.

Но ни Конституция, ни свобода слова не обязывают Америку выдавать иностранному политическому активисту пожизненный абонемент на проживание в Соединённых Штатах.
